Life stages in Kiribati are shaped by family and community relationships, public services, informal resource sharing and changing access between South Tarawa and the outer islands. There is no single life-stages authority or case-management pathway. The Ministry of Women, Youth, Sports and Social Affairs, Ministry of Education, Ministry of Health and Medical Services, Ministry of Finance and Economic Development, Kiribati Provident Fund, Island Councils, churches, NGOs and community groups each handle different responsibilities. I-Kiribati families may also rely on bubuti, an informal practice of sharing resources or requesting practical help. Transport, staff, forms and internet access can make services slower or harder to reach outside South Tarawa.
