Bangladesh has no single administrative body responsible for the complete residential and everyday environment. Responsibility is functionally divided between national agencies, City Corporations, Paurashavas, Union Parishads, service providers and community organisations. The relevant conditions include drinking water, sanitation, waste, drainage, electricity, local roads, heat, air pollution, noise, green space and exposure to floods, cyclones or river erosion. Housing itself, transport systems and nature conservation belong to adjacent subjects unless they directly change the experienced quality or safety of the surrounding area. The Local Government Engineering Department, known as LGED, plans, implements and monitors rural, urban and small-scale water-resources infrastructure. Bangladesh has no uniform national guarantee of access, opening hours, maintenance or safety for every green space. Water conditions depend on the source, season and local network. The Bangladesh Water Act, 2013 and National Water Policy, 1999 provide national frameworks. The Bangladesh Water Development Board handles water-resources and flood-control functions, DPHE addresses drinking water, sanitation, arsenic and salinity, and Water and Sewerage Authorities serve some large urban areas. Arsenic, salinity, microbial contamination, flooding and supply interruptions require location-specific checks. DPHE can provide water parameters and laboratory testing, with applicable fees. The Disaster Management Act, 2012 and Standing Orders on Disaster, 2019 establish the national disaster-management framework. The Department of Disaster Management, the Ministry of Disaster Management and Relief, local Disaster Management Committees and the Cyclone Preparedness Programme support warning, evacuation, shelters, search and rescue, first aid and relief, especially in coastal areas. Relevant hazards include floods, cyclones and storm surges, river erosion, waterlogging, fire, heat and infrastructure failure. The emergency number 999 connects police, fire and ambulance services. Local participation can involve a Ward Councillor, Mayor, Chairman, standing committees, local plans, budgets and complaint channels under the Local Government (City Corporation), Local Government (Paurashava) and Local Government (Union Parishad) Acts, all from 2009. Projects requiring environmental clearance or an environmental impact assessment may provide formal consultation or opportunities to submit objections through the Department of Environment. Notice access, language, implementation and legal effect vary locally, so these channels do not automatically provide the same rights as a formal German participation procedure. Urbanisation, land-use conversion, river erosion, coastal salinity, flooding, waterlogging, climate-related relocation and the loss of infrastructure, green space or water areas can change local conditions. Bangladesh Delta Plan 2100 provides a long-term strategic framework. Dhaka’s planning area involves the Rajdhani Unnayan Kartripakkha, commonly called RAJUK, while other development authorities, City Corporations and Paurashavas follow different arrangements. Climate strategies and trust-fund projects provide policy or project financing, not an automatic individual benefit. Permits, compensation and relocation rules must therefore be checked for the specific area and project.
