Romantic relationships in Afghanistan

Afghanistan has no nationally formalized dating or romance system. Partner choice and engagement often take place through families or communities and frequently lead to marriage. Marriage is socially legitimized mainly through Islamic marriage (Nikah). The marriage certificate (nikah khat) is the marriage document. How relationships are lived differs significantly between cities, rural areas and provinces, as well as according to social and economic circumstances. A husband or male relative permitted to accompany a woman (Mahram) may be required as a companion in certain situations. A person outside this permitted kinship or marital relationship (na-mahram) is subject to different restrictions. Meetings between unrelated men and women, shared travel and private communication may therefore be severely limited. The Ministry for the Propagation of Virtue and Prevention of Vice (PVPV-Ministerium), specifically its departments for the promotion of virtue and prevention of vice, has enforced far-reaching requirements since August 21, 2024. Around 3,300 inspectors and implementation committees in 28 of 34 provinces have considerable discretion. Mahram and head-covering requirements (Hijab), as well as local gender-segregation rules, make meetings, transport, work and access to services more difficult. Digital contact offers no reliably protected substitute. Smartphone checks and the deletion or confiscation of communication apps have been reported. Premarital sexual contact and sexual relations classified as adultery or fornication (Zina) may trigger serious moral and criminal-law risks. A single current nationwide penalty cannot be determined with confidence. Same-sex relationships have no reliably documented formal relationship pathway; according to OHCHR, LGBTQ+ people face targeted attacks. Marriage is the central social and intimate framework in many communities. Gender roles are often asymmetrical, and the risk of coercion and gender-based violence remains high. The 2021 Special Decree recognized adult women's right to consent to marriage, but patriarchal norms and coercive practices weaken practical autonomy. According to MICS and UN Women data for 2022–2023, 28.7 percent of girls were married before their 18th birthday and 9.6 percent before their 15th birthday. Economic hardship, bans on education and work, and social norms promote early and forced marriages. Functional alternatives for sexual and reproductive health and psychosocial support include UNFPA-supported Family Health Houses, mobile health teams, female midwives and female counselors. Access depends on region, income, distance and stigma; private care may be unaffordable. Family planning is partly restricted by the husband's consent and social stigma. In conflicts, de-facto courts, the Ministry of Justice, PVPV complaint offices and informal councils of elders (Jirgas or Shuras) may be considered. Access is significantly worse for women: in a nationwide UN survey from December 2025, 14 percent of women compared with 53 percent of men reported access to formal dispute resolution; more than half of the women perceived a deterioration. Formal women's and human-rights offices, as well as many women-centered services, have also been suspended or dismantled. The Ministry of Justice provides free legal advice and lists hotline 188, but availability and safety are not guaranteed. Decree No. 18 was promulgated on May 14, 2026. Men retain a unilateral right to divorce, while women remain dependent on complex and restrictive judicial separation routes. A provision for married girls after puberty implies child marriage and raises a serious consent problem when consent is inferred from silence. Decree No. 12/2026 permits limited judicial intervention in cases of severe abuse; convicted husbands may receive 15 days' imprisonment. Reliable nationwide figures for dating costs, relationship duration, engagement duration or separation costs are not available.
