Angolan rules use terms such as animais de estimação, animais domésticos, caninos, felinos and símios. No centralized national pet register, state shelter or guaranteed surrender service was identified. Acquisition and adoption therefore usually take place through private sellers, commercial providers, informal arrangements or private rescue and adoption initiatives, especially in Luanda. Wild or exotic animals follow a separate fauna and CITES regime and do not use the ordinary pet pathway. Under Lei n.º 4/04, Article 9, and Decreto Presidencial n.º 70/08, Article 23, holders of dogs, cats and monkeys must register them with the relevant serviços comunitários. Every dog must have a valid anti-rabies vaccination. Owners should keep vaccination and health records available, observe changes in behaviour and immediately report suspected or confirmed rabies to the local authority. A clinically suspect animal must be isolated or handled through the procedure ordered by the authorities. The rules also provide for official measures concerning carcasses, including burning where ordered. For condominiums, Decreto Presidencial n.º 141/15, Article 86, requires an identification record and a health or vaccination certificate, continuing sanitary control and removal of excrement from shared areas. These condominium rules should not automatically be treated as a general housing rule for every form of pet keeping. Disease-control duties can include isolation or sequestration, stopping movement when ordered, and notifying the Autoridade Veterinária or local administration. A carcass may remain unburied for no more than 24 hours and must not be placed in water; burial or incineration must follow the applicable official instructions. Sanctions under Lei n.º 4/04 can include a warning, fine, suspension of a licence or registration, seizure and deletion from a register. Provincial ISV services run vaccination, inspection and control programmes. Private veterinary practices require written authorization from the competent authority and a positive vote from the Ordem dos Médicos Veterinários de Angola. Private clinics and pet shops are documented particularly in Luanda, but no reliable national directory, price survey or emergency-coverage statistics are available. Consultation, medicines, food, transport and quarantine costs therefore vary substantially by province and provider. Check the provider's authorization and professional qualification before relying on a private service. Moving a pet between Angolan provinces by land, sea, air or river requires a Guia Sanitária. The application records the holder's name and address, the animal's species, age, sex, breed, origin and number, the means of transport, destination and vehicle identification. Authorities may seize an animal moved without the required guide. Leaving Angola requires a current vaccination certificate. Entry requires an official Certificado Sanitário from the country of origin, and customs may refuse clearance without health documents. Imported animals may be quarantined according to the animal and destination, and an inspection should be requested at least 24 hours in advance with the holder's address, destination and purpose, travel duration and any deaths reported. A Licença zoossanitária for pet dogs, cats and monkeys requires a copy of the vaccination certificate and a pro-forma invoice. Commercial traders also need an Alvará de Licença Comercial and a Certificado de Autorização do Exercício de Actividades Comerciais Externas. Under Decreto Presidencial n.º 146/26, effective 18 August 2026, listed fees include 30,979.52 Kz for a pet-import licence, 69,703.92 Kz for an international zoosanitary certificate, 31,575.28 Kz for an official veterinary certificate, 2,112 Kz for an anti-rabies vaccination certificate and 5,361.84 Kz for an international vaccination certificate. Payments are made in Kz through RUPE. Electronic filings allow up to 15 working days for payment, while paper filings require payment in advance; where permitted, up to three instalments may be made within a maximum of 60 days. Airlines, transit countries and the destination country may impose additional requirements. The national rabies campaign held from 2 to 12 May 2025 covered dogs, cats and monkeys and involved MINAGRIF, ISV and MINSA. Such campaigns are limited by time and location and do not replace an individual vaccination or registration record. Official communication in 2026 describes rising pet ownership and increased animal movement, alongside plans involving quarantine posts, veterinary controls and private veterinary medicine. For stray dogs, serviços comunitários may capture the animal and hold it for 48 hours. Release requires proof of vaccination and payment of a UCF 20 fine; the cited legal text provides for euthanasia after that period. Angola has no identified national surrender procedure, fee schedule or guaranteed state intake. A practical alternative is a documented direct handover, referral through a veterinarian or contact with a private rescue or adoption initiative. Transfer the vaccination and health records with the animal and follow disease-reporting and hygiene duties if the animal is ill or has died.
Pets in Angola
Pet ownership in Angola covers the keeping, care, health control, movement and relinquishment of companion animals. Dogs, cats and monkeys require local registration, while every dog needs a valid anti-rabies vaccination. Veterinary access, rescue services and administrative procedures remain fragmented and vary by location.
