Housing in Azerbaijan

Housing differs greatly between central Bakı, outer districts, regional cities, towns, and villages. Cost, building quality, transport, heating, water supply, and access to services all change with location. Mənzil usually means an apartment or dwelling, while kirayə refers to renting. Listings may come from owners, agents, personal contacts, or online advertisements. A rental agreement should identify the landlord and tenant, the exact property, payment amount, payment schedule, deposit, duration, utilities, repair duties, and ending procedure. Verbal promises are difficult to prove later. The person offering the home should have authority to rent it. Identity and ownership or authorization documents should be checked before money, keys, or original documents change hands. Utilities, called kommunal xidmətlər, can include electricity, gas, water, heating, waste, building services, internet, and telephone access. The tenant should know which accounts exist, how meters are read, and who pays each bill. Building condition matters beyond appearance. Check locks, windows, moisture, water pressure, hot water, heating, cooling, electrical sockets, gas equipment, lifts, noise, and mobile reception. Address or residence registration, called qeydiyyat, is separate from simply living in a property. A landlord's cooperation may be necessary for some administrative processes, so this should be discussed before signing. A handover record protects both sides. Photographs, meter readings, an inventory, key count, and written notes about existing damage establish the starting condition.
