State in Azerbaijan

Azerbaijan’s official name is the Republic of Azerbaijan, or Azərbaycan Respublikası in Azerbaijani. It is a unitary state, so the country has one central constitutional and legal system rather than separate states with their own sovereignty. The Constitution is the basic framework of the state. It describes public institutions, the division of powers, fundamental rights and duties, and the general rules by which state authority is exercised. The president is the head of state and holds a central position in the political system. The presidency represents the country, directs major areas of executive policy, appoints senior officials within the constitutional framework, and works through the presidential administration and other state bodies. The Cabinet of Ministers is the highest executive body under the president. It includes the prime minister, ministers, and other officials who organize government work and carry out policy through ministries, committees, agencies, and public services. The Milli Məclis is Azerbaijan’s single-chamber national parliament. Its members debate and adopt laws, approve matters assigned to parliament by the Constitution, and provide a formal arena for national political representation. Courts administer justice and apply the Constitution and laws. Different courts handle constitutional, civil, criminal, administrative, commercial, and other disputes, while the prosecutor’s office has separate responsibilities within the justice system. Azerbaijan is divided into administrative areas such as districts, or rayonlar, and cities. Local executive authorities represent the central executive system in these areas, while elected municipalities, called bələdiyyələr, deal with a narrower range of local matters and are not the same as regional governments. The Nakhchivan Autonomous Republic, or Naxçıvan Muxtar Respublikası, has autonomous institutions within Azerbaijan’s state structure. Its autonomy does not make it an independent country, and it remains part of the Republic of Azerbaijan. In daily life, people usually meet the state through identity registration, education, health services, taxes, social protection, police, courts, and local administration. The correct office depends on the issue, and written applications, official records, and appeal procedures are often important when seeking a decision.
