Pets in Bahamas

Pet rules in the Bahamas are distributed among several authorities rather than one national one-stop system. The Bahamas Agricultural and Health Food Safety Authority, abbreviated BAHFSA, handles animal imports, animal health and sanitary controls. The Department of Agriculture and its Director handle dog licensing. The Animal Protection and Control Board operates on New Providence, while competent authorities serve other local government districts. Animal Control Wardens, police and Customs may control or impound animals. Recognized societies include the Bahamas Humane Society on New Providence and the Humane Society of Grand Bahama on Grand Bahama. The Animal Protection and Control Act has applied on New Providence since 4 October 2011. An appointed day took effect on 1 March 2025 for Grand Bahama, Eleuthera including its cays, Spanish Wells, Harbour Island, Exuma including its cays, and Abaco. The Act permits different activation dates for other islands, so its current application should not be generalized to every island without confirmation. A dog owner or keeper must be at least 18 years old, and a dog older than three months requires a licence in an activated territory. The licence is annual unless the Director sets another period. A spayed or neutered dog costs $0 to license, while an intact dog costs $10 plus VAT. The dog must also wear an identification tag. In public, a dog needs a collar and tag and must be controlled by a leash, carrier or another suitable restraint unless a gazetted off-leash area applies. Roaming, excessive noise, faeces in public places and other public nuisances are prohibited. If ownership changes, the dog dies or the animal moves permanently overseas, the owner must notify the Director or Department within 28 days. An unattended dog needs drinking water, shelter from sun, wind and rain, and free movement in an area of at least 18 square feet. Chain links may not exceed one-quarter inch. Cruelty includes deprivation, abandonment, unnecessary suffering and animal fighting. A first cruelty offence can carry a maximum penalty of $5,000 or six months, and a subsequent offence can carry up to $20,000 or 12 months. Dangerous-dog orders can require control measures such as sterilization, a microchip, warning signs, an approved enclosure, a muzzle and insurance; the keeper can also face civil liability for injury or damage. Adoption procedures differ between the main recognized societies. The Bahamas Humane Society uses an application, home visit and selection process. Its listed fees are $50 for an adult dog or puppy, $25 for an adult cat and $35 for a kitten; spaying or neutering and one health check are included. The Humane Society of Grand Bahama uses an application, interview and home visit. It may request a veterinary reference and landlord permission for a rented home, and states that it normally responds within three days. Its listed fees are $75 for a dog and $50 for a cat. These documented adoption pathways are local to New Providence and Grand Bahama; access on the Family Islands depends on local providers. Private breeders and pet shops do not have a nationally documented consumer-selection procedure equivalent to these society processes. Animal holding establishments such as pet shops, breeding facilities and boarding facilities require a certificate of inspection. Veterinary access also varies by island. BAHFSA lists six government veterinarians and no authorized veterinarians, while its Animal Health Extension serves New Providence and the Family Islands. The Bahamas Humane Society clinic works by appointment, and the Humane Society of Grand Bahama operates a clinic in Freeport. Routine private and nonprofit veterinary care therefore depends on the island and provider. To bring a dog or cat into the Bahamas, arrange a BAHFSA import permit and an international veterinary certificate generally issued no more than 10 days before import. The animal must normally be older than six months and meet rabies, species-specific vaccination, internal-parasite and external-parasite requirements. For animals from a country that is not rabies-free, the rabies timing depends on the vaccine: a one-year vaccine must be given one to ten months before entry, while a three-year vaccine must be given one to 34 months before entry. Dogs additionally need protection against distemper, hepatitis, leptospirosis, parvovirus and adenovirus. Cats additionally need protection against feline leukemia, rhinotracheitis, calicivirus, panleukopenia and pneumonitis. BAHFSA ePermitting operates through Customs Click2Clear. Current BAHFSA tariffs in force since 1 June 2026 are VAT-inclusive: $55 for standard processing within 48 to 72 business hours, $165 for expedited processing within 24 business hours and $220 for full service within 24 business hours. An older Department of Agriculture document lists $11.20 and 48 business hours, but the current BAHFSA tariff takes priority. A Department document also requests a microchip and IMP1(B) within 48 hours before arrival, while current BAHFSA web conditions do not expressly mention the microchip. Obtain written confirmation from BAHFSA before travel. For animals originating in the United States, the United States Department of Agriculture recommends submitting the application at least four weeks in advance. Other companion animals follow different requirements. Rabbits, guinea pigs and hamsters need a certificate issued within 10 days, confirmation that they are free from disease and external parasites, and internal-parasite treatment; an outbreak within 75 miles can invalidate a permit. Non-CITES companion birds need a certificate issued within 24 hours, a new container and inspection at the port of entry. Terrestrial exotic animals require a certificate issued within 48 hours, a pre-export inspection within three days, a Salmonella test within three weeks, at least 14 days of isolation, an ISO microchip, 72 hours' notice to BAHFSA, arrival inspection, at least 30 days of quarantine and annual health inspection. Transfer or disposal of such an exotic animal requires written permission. CITES species and native wildlife require a separate protected-species assessment and should not be treated as an ordinary pet import. Exporting a pet requires an export application, the prescribed fee and veterinary inspection at a designated port. The Director then issues an international veterinary certificate under the Bahamas Animal Health and Production Act. The destination country and carrier can impose additional rules, so a Bahamas certificate does not provide a general clearance for the entire journey. If a roaming animal is found, return it to its owner within 48 hours when possible, or hand it to the Department, a recognized society or police, or notify the Director or society. The keeper may remain responsible for care and claim costs. After at least four days of detention and the required notice, or when the owner remains unknown, the law may allow humane sale, gifting or destruction. The Bahamas has no nationally documented standardized owner-surrender process.
