Bangladesh has no single nationwide neighbourhood office. Local matters are handled through Union Parishads in rural areas and Paurashavas or City Corporations in urban areas, with wards, elected councillors and local committees providing different forms of access. Rural Ward Sabhas meet at least twice a year; each meeting requires public notice at least seven days in advance and a quorum of one twentieth of the registered voters. Residents can contribute to development planning, service priorities and beneficiary lists. Urban authorities publish Citizen Charters and may provide services through ward offices, Nagorik Sheba or the Government Grievance Redress System (GRS). Participation is generally free, although service, market or parking charges can apply under local rules. Community Policing by the Bangladesh Police and Community Police Forums support cooperation, prevention and the handling of minor disputes. In rural areas, Gram Police, Dafadars and Mahalladars can provide local safety support, but they do not replace police, courts or formal adjudication. Call 999 for emergencies, 109 for violence against women or children, and 1098 for child support. Bangladesh's Constitution protects equality and prohibits discrimination based on religion, race, caste, sex or place of birth. Religious practice remains subject to law, public order and morality. The Constitution also recognizes the equal status of religions and provides protection and development for tribal, ethnic and other minority communities. The Chittagong Hill Tracts, comprising Rangamati, Khagrachhari and Bandarban, have additional governance and coordination arrangements involving the Ministry of Chittagong Hill Tracts Affairs, the Chittagong Hill Tracts Regional Council and the three Hill District Councils. Language, religion, culture, land and conflict history can therefore affect how coexistence is managed there. Public roads, drains, waste collection, water, sanitation, trees, parks and open spaces fall within the duties of local authorities. Their use can be limited by local by-laws, licences, fees, anti-encroachment measures and safety rules. In municipal areas, playgrounds, open spaces, parks and natural water bodies receive specific protection. The Noise Pollution (Control) Rules 2006 set day-night limits of 50/40 dB(A) in silent areas, 55/45 in residential areas, 60/50 in mixed areas, 70/60 in commercial areas and 75/70 in industrial areas. The Department of Environment can enforce these rules. Disputes may be addressed through shalish, a community or social mediation process whose legal effect varies and should not be assumed to include penalty powers. A Gram Adalat handles only specified minor civil and criminal matters within a Union area, uses a five-member composition and receives applications through the Union Parishad Chairman. Municipal disputes may be taken to a Conciliation of Disputes Board. Court-connected mediation under section 89A of the Code of Civil Procedure can involve the court, a Court or Legal Aid Officer, or a mediator; the process generally concludes within 60 days, with a possible extension of up to 30 days. Serious violence, threats and other crimes belong with the Bangladesh Police and courts rather than an informal settlement. The National Legal Aid Services Organization can assist people facing financial hardship or serious social need. Published materials currently show both 16430 and 16699 as National Legal Aid contact numbers, so the current number should be checked before use. Shared rooms, messes, hostels and flat-sharing arrangements are mainly informal in Bangladesh. No nationwide co-living category, registration system or single responsible body has been identified. The tenancy contract, the Premises Rent Control Act 1991 and local fire, building and sanitation requirements may govern the arrangement, while rent, deposits, utilities, house rules and notice periods usually depend on the contract and local practice. Subletting and occupancy rights should not be assumed. Rent Controllers, civil courts, mediation and legal aid may become relevant when a tenancy dispute cannot be resolved directly. Digital coexistence has a national legal layer, but the exact offence, remedy, evidence requirement and jurisdiction depend on the current law and the case. The ICT Division register lists the Cyber Security Act 2026 and Personal Data Protection Act 2026. For online threats, harassment, unlawful dissemination or privacy problems, preserve messages and other evidence and consider the platform, police and legal channels. The GRS handles dissatisfaction with government services, unlawful denial of service and Citizen Charter problems, but it is not a tribunal for private neighbour disputes. It can be filed online or offline; anonymous filing is possible, while tracking requires retaining the relevant contact or tracking information. Court-pending matters, RTI matters, review or appeal cases and complaints filed before a service deadline are excluded. GRS disposal can take up to 30 working days, with up to 10 additional working days for investigation; appeals can take up to 20 working days, and Cabinet Cell complaints up to 60 working days.
