Immigration law in Belarus

Belarusian immigration law applies to foreign citizens, called иностранцы, and to stateless persons. Nationality, purpose of travel, family situation, work, and intended length of stay affect the required route. Entry rules and the right to remain are not identical. A person may need an appropriate travel document and visa for entry, while lawful presence inside Belarus can also depend on registration and compliance with the permitted period and purpose. A short or temporary stay is different from temporary residence, known as временное проживание. Permanent residence, or постоянное проживание, is a more durable status and usually involves a separate application and stronger legal basis. Possible residence grounds may include family connections, employment, study, business or investment circumstances, property-related circumstances, humanitarian reasons, or other grounds recognized by law. Each ground requires its own evidence and does not automatically guarantee approval. Migration registration records where a foreign person is staying. Permission to live in Belarus does not always create permission to work. Employment may require a separate work-related authorization, and the employer can have its own migration-law duties. Foreign documents may need authentication and an accepted translation before a Belarusian authority can use them. Migration authorities examine applications and compliance. A refusal, cancellation, removal decision, or entry restriction can have serious consequences and may have a specific review procedure. Immigration status should be maintained continuously. Changes of address, passport, employment, studies, family circumstances, or purpose of stay can affect what must be reported or newly authorized. The system offers routes for lawful entry and residence, but no route should be assumed from another country’s rules.
