Banks in Benin

The banking system in Benin is part of the Union Monétaire Ouest Africaine (UMOA), with the BCEAO as its regional central bank. The Commission Bancaire de l’UMOA supervises banks, customer conduct and crisis resolution. The Direction Nationale de la BCEAO au Bénin provides a local procedural interface, while the ministry responsible for finance holds state responsibilities. A customer may use a compte courant or compte chèque, savings account, joint account, student or junior account, diaspora account, business account, or dépôt à terme (DAT), which is a fixed-term deposit. La Poste du Bénin also offers the postal CCP account. Formal alternatives include licensed SFD or microfinance institutions such as FECECAM, ALIDE, FINADEV, PADME, RENACA and Vital Finance. Their licences, products and legal effects are not identical to those of banks. Electronic-money issuers include MTN Mobile Money, Moov Money and ID Money Benin. Under UMOA Instruction 01/2003, an established natural or legal person without a bank or postal account and with regular income of at least 50,000 FCFA may use the right to an account. The applicant chooses an institution and receives at least one secure payment instrument, but must respect the required account activity; failure to do so can lead to closure. Under BCEAO Instruction 003-03-2025, customer identification includes name, date and place of birth, nationality, residential address and identity-document number. The institution normally checks an original valid public photo ID. Companies provide their legal form, directors, shareholders and authorised representatives, and an institution may additionally request an application form, address evidence, occupation or income details, an IFU, photographs or a residence permit. Online applications exist, but no nationwide account-opening deadline has been established. BCEAO’s free-service list includes account opening, a savings book, one monthly account statement, account closure and transfers within the same institution. These free items do not necessarily mean that an account package has no initial-balance requirement or product fees. La Poste examples include an initial amount of 10,000 FCFA, or zero for salary domiciliation, and a monthly fee of 1,000 FCFA for an individual CCP; company examples range from 25,000 to 100,000 FCFA initially and 2,500 FCFA per month. An account with no intervention for ten years can become dormant: research begins after eight years over two years, closure follows after the tenth year, and funds move to BCEAO within at most 30 days. Customers should keep PINs and one-time codes secret, use the official app or website, verify beneficiaries and immediately block or report a lost instrument or suspicious transaction. GIM uses EMV, PCI-DSS and GIM-eSecure controls; 3-D Secure depends on the institution. A complaint normally begins with the bank’s internal complaint system. A supervised institution has a maximum response period of one month. If the internal remedy fails, the customer can use free mediation through OQSF-Bénin, whose target is about 30 working days; OQSF does not directly impose sanctions. A complaint to the Commission Bancaire is available only when the matter is not already pending before a court or another judicial, extrajudicial or administrative process.
