School in Botswana

Botswana’s formal school pathway is usually structured as 7+3+2 years: primary school covers Standard 1 to Standard 7, junior secondary school covers Forms 1 to 3, and senior secondary school covers Forms 4 to 5. Children generally enter primary school at a minimum age of 5.5 years in January and turn six by June; many complete primary school at about 13 years. The Primary School Leaving Examination, or PSLE, follows primary education. The Junior Certificate Examination, or JCE, follows junior secondary school, while the Botswana General Certificate of Secondary Education, or BGCSE, follows senior secondary school. Early childhood care and development serves children from birth to about six years. Public primary schools introduced a one-year Reception class in 2014. A two-year Reception model has been planned, but implementation depends on available places and school readiness, so provision must be checked with the relevant school or district. Private and community providers remain significant for early childhood services. Botswana has government schools, government-aided schools and private schools. Government schools are built and managed by the state. Government-aided schools were initiated privately but receive financial and operational support from the state. Private schools operate independently but all schools must be registered under the Education Act 58:01. The Ministry of Child Welfare and Basic Education sets policy, standards and curriculum, while District Education Offices and local authorities handle local implementation. The Botswana Examinations Council manages national examinations, assessments and certificates. Primary education is widely available. The latest cited official figures for 2021/22 recorded 821 primary schools, 359,193 learners and 13,969 teachers, with a pupil-teacher ratio of 26. Government support includes curriculum delivery, learning materials, school feeding and co-curricular activities. Secondary schools may be separate junior and senior schools or combined schools. In 2026, the public network included 207 junior secondary schools and 34 senior secondary schools. Capacity, places and teacher availability remain limiting factors, especially as the government plans to increase senior-secondary enrolment by 8% per year from 2026 towards full coverage by 2030. Moving from primary to junior secondary school is part of the formal pathway, but moving from junior to senior secondary school is not fully automatic. For the 2025 JCE cohort, Grade D was the threshold for mainstream senior-secondary placement, but meeting the threshold did not guarantee a place. Learners without a place may have alternatives such as the Out-of-School Education Programme, known as OSEC, or Bula Buka. OSEC serves children aged about 4.5 to 18 who are outside the formal system and can support primary access or remediation. The Adult Basic Education Programme, or ABEP, can provide a PSLE-equivalent return pathway from age 19, but it is not a replacement for the main school system. Special education and support for learners with additional needs are established within the school system, although access depends on location and capacity. The Department of Learner Support Services provides assessment, placement, support, assistive technology and accessible formats. Schools may use the regular curriculum from pre-primary through senior secondary or functional curricula progressing from foundational stimulation to intermediate, prevocational and vocational stages. The Central Resource Centre in Tlokweng and satellite assessment offices in Francistown and Kanye support this work, while a centre in Maun is being developed and operationalised. Remote and underserved communities may be served through multigrade classes, satellite schools, school transport and the Remote Area Development Programme. The Education Act provides the legal framework for admission, attendance rules, exclusion, fees and inspection. The available research does not establish one current general compulsory-schooling age rule, so families should confirm attendance and admission requirements under the applicable school and district rules. Primary tuition was most recently recorded officially as having no tuition fee. Secondary cost-sharing was last cited at P300 per year for junior secondary school and P450 per year for senior secondary school, while government policy in 2025 still described secondary education as almost free. Parent-teacher association or development levies may be added locally, and private-school or early-childhood fees depend on the provider. Families should confirm current fees, transport, places, special-support arrangements and intake dates directly with the school or District Education Office. Private-school registration normally passes through the District Education Office, needs assessment and inspection, Ministry processing, a six-week Government Gazette period and certification; the official process was estimated at about nine weeks. Form 1 placement has historically used a 31 March submission deadline, but each annual intake should be checked separately.
