Friendship in Brunei

Friendship in Brunei is generally informal rather than a legal or administrative status. The Malay term persahabatan refers to friendship, while silaturahim and ukhuwah describe social connectedness and harmony; neither creates a legal status. A friendship can begin through repeated shared-interest activities, continue through voluntary communication and regular meetings, and end when either person withdraws. No national procedure requires mediation or continued contact. Schools and universities offer structured ways to build friendships. Under the Education Act, school co-curricular activities include sports and games, societies and clubs, and uniformed bodies. The Department of Co-Curricular Education coordinates sports, cultural, spiritual, uniformed-group and volunteer or NGO cooperation. At Universiti Brunei Darussalam, extra-curricular activities can include sports, culture, international, volunteer, writers and friendship groups, often with weekly meetings. Universiti Teknologi Brunei clubs and student chapters operate through MPPUTB and Campus L.E.A.D.; each club has a supervisor, and new clubs normally proceed through the CCA Officer. The Department of Youth and Sports provides youth facilities and activities, including Pusat Belia or Hab Belia and sports facilities in Brunei-Muara, Belait, Tutong and Temburong. Opening times and fees depend on the current notice or provider. JBS uses a youth definition of 15 to 35 years, with youth leaders up to 45 and mentors without an age limit. Separate youth programmes generally target Brunei citizens around 18 to 30 years, but each programme sets its own conditions and manual application process. Volunteering can connect people through Mengalinga, a government-supported volunteer application. Registration and acceptance of its terms are required; a person must meet the legal-age requirement for binding terms. An event can generally be cancelled up to 72 hours beforehand, while three consecutive no-shows can lead to a review of later applications. QR attendance may be used at events. Participation fees are not uniform and depend on the provider. Kampong and community activities also support recurring contact. Gotong-royong or memucang-mucang means cooperative group work, and MPK refers to a Majlis Perundingan Kampung, or kampong consultative council. Local reports connect these activities, neighbourhood events and family or kampong gatherings with silaturahim and ukhuwah. Participation, invitations and conduct depend on the organiser. These terms describe community harmony or cooperation and should not be treated as a separate friendship status. Brunei’s official religion is Islam, and official policy recognises the right of non-Muslims to practise their religions in peace and harmony. Friendships across religious communities are possible, but respectful behaviour around prayer, food, holidays, clothing and event rules matters. Public conduct also has legal consequences: under section 104 of the Syariah Penal Code, Cap. 275, possession, sale or service of intoxicating drinks by Muslims is prohibited, and public drinking by a non-Muslim is an offence. The stated maximum penalty under section 104(5) is B$8,000, two years’ imprisonment, or both. Public libraries can offer a neutral shared-interest setting without being a friendship service. Membership through the Language and Literature Bureau is free and allows use of library branches in all four districts. Members may borrow five books for 14 days. A valid Brunei identity card or birth certificate is required; green- or red-identity-card holders need a local guarantor. Digital contact creates separate privacy and safety risks. AITI identifies cyberbullying, cyberstalking, threats and humiliating or false harmful content as relevant online harms. Do not share another person’s name, identity-card number, address, family information or photographs without consent. Online offences can be treated like offline offences; report the matter to the platform or content owner first, and contact the Royal Brunei Police Force on 993 for serious cases. JAPEM can be contacted on 141 for child-safety concerns, and Talian Darussalam 123 handles fake-news or public-interest reports. Friendship creates no special legal rights or duties. General rules on consent, privacy, defamation, harassment, child protection and computer misuse still apply. JAPEM counselling can support social distress but does not act as a friendship arbitration body; Talian Harapan 145 provides mental-health support and crisis assistance. There is no nationally fixed cost or duration for friendship, and no reliable national statistic sets a typical time for forming one. The most relevant pathways are repeated participation in informal social networks, education, sports, volunteering and kampong life; formal friendship institutions are not established.
