Study in Burundi

Burundi’s formal higher-education system includes public and private universities and higher institutes. The Ministry of National Education and Scientific Research (Ministère de l'Éducation nationale et de la Recherche scientifique (MENRS)) and the National Commission for Higher Education (Commission Nationale de l'Enseignement Supérieur (CNES)) are the main authorities. Law N°1/07 of 29 October 2020 provides a legal framework for authorizations, quality evaluation and the recognition of study programs. Officially listed public institutions include, among others, the Université du Burundi (UB), the Ecole Normale Supérieure (ENS), the Institut Supérieur de Gestion des Entreprises (ISGE), the Institut Supérieur de Police (ISP), the Institut Supérieur des Cadres Militaires (ISCAM), the Institut National de Santé Publique (INSP) and the Ecole Nationale d'Administration (ENA). Numerous private universities and institutes also exist; their status and study offerings may change. In the 2022–2023 academic year, 68,624 students were enrolled according to the most recently accessible MENRS yearbook. This is a data reference and not a current figure for 2026. Entry to the first study cycle typically requires the State Diploma (Diplôme d'État) after the State Examination (Examen d'État), or a recognized equivalent qualification. Depending on the institution and program, a study allocation or admission examination, a selection procedure, a limited number of places, specific documents, language skills and an institution-specific application calendar may also apply. For the 2025–2026 academic year, the UB required, among other things, the registration number for the Examen d'État on its application platform. Other institutions may offer direct enrollment under their own requirements. The study system uses terms from the BMD reform (BMD-Reform) for Baccalauréat, Mastère and Doctorat. At the UB, Licence, Master and Doctorat are used, among others; the name of the first cycle may vary by program between Licence and Baccalauréat. A Master usually takes about two years after the first cycle. The Doctorat at the UB comprises three academic years and 180 credits. For doctoral admission, the UB requires a Master’s degree or equivalent qualification, a selection procedure, a curriculum vitae, a dissertation project, the consent of a co-supervisor, proof of funding and a doctoral agreement. The 180 credits comprise 60 credits for coursework and research and 120 credits for the dissertation. At least two indexed articles and a defense are also required. The stated annual fee is 3,000,000 BIF for Burundian and EAC students and USD 2,500 for foreign students; the UB’s current fee notice remains authoritative. Total costs include more than enrollment or tuition fees. Examination and administrative fees, learning materials, internships, accommodation and transport may also apply. There is no single national amount for all programs. Studying at a public institution may therefore still involve substantial ongoing costs. The loan-and-scholarship system (prêt-bourse) combines loans and grants with administration and repayment. Its conditions and amounts do not apply generally to all students, and official reports mention delays and possible insufficient funding. A special selection procedure for outstanding performance selected 400 students in total in 2025: 100 received free places at the UB, while 300 places went to the Université de Ngozi, the Université Espoir d’Afrique and Olivia University. This does not create a general entitlement to a free study place. Academic records and many legal documents are predominantly written in French. Kirundi and English may also be used depending on the institution or program. The language of instruction and any required language level should be checked before enrollment. During studies, student services (Service des étudiants) handle enrollment, course and examination registration, fee monitoring for foreign students and academic records. Attendance, academic progress, examinations, discipline and complaints are governed by the statutes and examination regulations of the respective institution; appeal deadlines are set out in the relevant notices. An internship at the end of the first study cycle for public and private higher-education institutions is governed by Ordonnance Ministérielle N°610/1071 of 20 July 2022. Supervision, assessment and related fees depend on the program and institution. Access to suitable internship placements may be limited. After a recognized qualification, students may enter employment or move to a higher study cycle. Regulated professions may additionally require registration or sector-specific authorization; a qualification does not automatically result in professional authorization or employment. For foreign school or higher-education qualifications, an equivalence or recognition review should be planned before enrollment. The Commission for the Equivalence of Diplomas, School and University Certificates (Commission d'Equivalence de Diplômes, Titres Scolaires et Universitaires) is responsible. Foreign qualifications are not automatically transferred or recognized. Schools offering foreign programs are also subject to special admission rules under the 2022 Ordonnance. The recognition of an institution, an individual program and a qualification should be checked separately. In 2026, six higher-education institutions were suspended from admitting new first-year students in the following academic year because an institutional review gave them a score below 50 percent: INITELEMATIQUE, ISEG, ISTG, Livingstone University College (LUC), Institut Supérieur Nelson Mandela (INSM) and Institut Supérieur d'Entrepreneuriat du Burundi (ISEBU). This status may change. Before making a payment, confirm the current authorization, program status, qualification level, fees, calendar and requirements for records and examinations directly with MENRS, CNES or the institution.
