Romantic relationship in Burundi

Burundi has no single national dating or partnership institution. Consensual unions are socially and statistically documented, but their legal effects should not be assumed to equal those of civil marriage. Dating and couple counselling are mostly informal. The available national research does not establish a formal app-based dating system or standardized couples-counselling pathway. A civil marriage is concluded through the commune and the officier de l'état civil. The usual minimum age is 21 for a man and 18 for a woman, with possible dispensation by the provincial governor for serious reasons. A person below the age of majority requires parental consent; disagreement can lead to a conseil de famille. A reflection period can last up to six months, and the publication of marriage banns remains valid for up to one year. The process can require personal attendance, a birth extract or acte de notoriété, and additional documents for parental consent, family-council decisions, opposition, death or divorce where applicable. A foreign national follows the applicable national-law requirements; UNHCR guidance states that a birth extract and identity document are used, while a refugee identity document may be sufficient for refugees. Civil marriage creates stated duties of shared life and cohabitation, fidelity, mutual support and assistance. The family code also assigns spouses joint duties toward their children until the children can support themselves and identifies a common marital residence; its wording names the husband as head of the marital community. The spouses' maintenance obligation is handled by the tribunal de résidence. A livret de famille serves as a formal family record. The code does not permit a new marriage before an earlier marriage has been annulled or dissolved, although survey data still report polygamous unions. In the 2016–17 EDSB-III, 7% of women and 2% of men reported being in a polygamous union; these are survey figures, not a current prevalence estimate. The same survey recorded a median age at first union of 20.3 years for women and 24.1 years for men. It reported a union before age 18 for 24% of women and 3% of men. A 2010 survey recorded current union status for 57.7% of women and 54.7% of men, including consensual unions for 17.7% of women and 13.9% of men. These dated figures describe survey populations and should not be read as current national rates. Intimacy can involve family-planning services, sexual and reproductive health care, and testing or treatment for sexually transmitted infections and HIV. Access, stock and cost depend on the facility and region. UNFPA reported in 2024 that 77.2% of health facilities had a consistent contraceptive stock, and adolescent sexual and reproductive health content is included in the grade 9 curriculum. Violence within a romantic relationship requires a protection and health response. A 2018 indicator reported intimate-partner violence for 27.9% of ever-partnered women and girls aged 15–49. A government survey from 2017 reported lifetime physical violence for 36% of women aged 15–49; in 57% of those cases, the husband or intimate partner was identified, and the survey reported sexual violence for 23%. These figures are time-bound indicators. Burundi's 2016 law on preventing and punishing gender-based violence provides the protection framework. Health care, STI/HIV and pregnancy-related care, psychosocial support, police and justice services can form part of the response, including referrals through integrated centres and Centres Humura. No single nationwide cost or processing time is established in the available evidence. An unmarried breakup has no separately documented formal divorce procedure. Family or community mediation may occur, but its legal effect depends on the circumstances. For a civil marriage, the code lists adultery, excesses, abuse and serious insults among divorce grounds. A conciliation meeting involving the spouses and family councils precedes the case before the tribunal of the residence of the marital home, and the judge attempts reconciliation at a private first hearing. The change in civil status takes effect through the court judgment and its transcription in the civil register, while the duration and fees cannot be stated reliably.
