Shopping in Burundi

Local names for retail outlets include public market (marché public), neighborhood shop (boutique de quartier), kiosk (kiosque), stall (échoppe), store (magasin), supermarket (supermarché), street vendor (vendeur ambulant) and fixed roadside outlet (poste fixe sur voie). Basic goods and fresh products are often bought at markets or in small shops; personal-care products, household goods, clothing and shoes are also available in supermarkets, boutiques and specialist stores. For clothing, buyers should clarify the size, condition, origin and any alteration or return conditions before payment. A uniform nationwide return period for clothing is not substantiated. An older household snapshot identifies public markets as the shopping location for 32.9 percent of recorded purchases, small shops or sales near the home for 26.8 percent, street vendors or fixed roadside outlets for 3.9 percent and formal wholesale for 3.6 percent. These figures do not describe current market shares. Burundi’s statistics office (INSBU) collects prices, among other places, at markets, supermarkets, boutiques and public and private sales points. Since July 2025, the relevant consumer price index has covered five provinces: Buhumuza, Bujumbura, Burunga, Butanyerera and Gitega. Product ranges, availability and delivery options nevertheless remain locally different; older studies also describe a strong concentration of the economy in Bujumbura. When buying, purchasers should compare the same unit and comparable quality. According to the monthly index reported for May 2026, consumer prices overall rose by 2.4 percent, food by 3.5 percent, and clothing and shoes by 4.1 percent; household equipment fell by 1.3 percent. A current retailer quotation and the price overview available at the time therefore provide a better basis than an older individual price. For communication devices, the communications and telecommunications regulator (ARCT) is relevant. The acquisition of approved devices is free; connection to a public network nevertheless requires ARCT approval. Importing, manufacturing, assembling or exporting communication devices requires prior ARCT authorization or type approval (homologation). Buyers should check the retailer’s identity, approval, IMEI, receipt and warranty. The online-commerce ecosystem is developing. Anyone operating an e-commerce activity in Burundi must first submit a declaration of conformity under the cited ARCT rule. Under the 2024 Electronic Communications Code (Code des communications électroniques), an electronic contract does not lose its validity solely because it is electronic. The provider must make the contractual terms available in a storable and reproducible form and must make its identity, address, email address, telephone number and, where applicable, commercial-register, tax or authority details easily accessible. Before paying, buyers should also check stock availability, the total price, delivery area, delivery time, proof of payment and return conditions. A general statutory online right of withdrawal is not substantiated in the reviewed sources. The Burundian franc is the usual currency. Cash remains widespread; the active list of the central bank (Banque de la République du Burundi) dated 9 February 2026 includes, among others, mobile wallet service (LUMICASH), mobile wallet service (ECOCASH) and mobile wallet service (CASHTEL), while payment aggregator (Leapea) is listed as a payment aggregator. BurundiPay launched on 23 April 2026 with real-time transfers around the clock and interoperability among banks, microfinance institutions and mobile wallets. Fees and identity checks depend on the provider. Planned USSD and offline access may expand use, but do not replace checking the provider’s current terms. For purchases of goods, Article 5 of Law 1/01 of 16 January 2015 (Loi 1/01 du 16 janvier 2015) requires price display and the preparation and delivery of a receipt. For commercial sales, conformity means that the quantity, quality, agreed specification and packaging match the agreement. Buyers should inspect the goods promptly and report a defect, including its nature, within a reasonable period and no later than one year after delivery. Depending on the case, replacement, repair, a price reduction, termination of the contract or damages may be available. Whether these rules fully apply to the specific private consumer contract should be assessed on the basis of the contract; this does not create a general right of withdrawal. Misleading statements about origin, quality or price and violations of competition rules are prohibited under Law 1/06 (Loi 1/06). In a complaint, the seller should be contacted in writing first. A receipt or proof of payment, photographs and, for technology, the serial number make review easier. The national standards body (BBN) may play a role in market surveillance, quality testing and complaint and appeal procedures. Payment problems initially belong with the payment provider and within the framework of the BRB; telecommunications and e-commerce complaints may be submitted to ARCT through the free number 151. Depending on the dispute, the Commercial Court (Tribunal de commerce) may also be relevant. A uniform national ombuds, returns or refund portal is not substantiated. Decree 100/099 of 8 August 2018 (Décret 100/099 du 8 août 2018) prohibits the import, manufacture, marketing and use of plastic bags and other plastic packaging. The exceptions and local enforcement are not fully clarified. Buyers should therefore coordinate reusable or otherwise permitted packaging with the retailer in practice. A sufficiently documented nationwide eco-label, repair or reuse network does not exist. Nor are a special shopping card, subsidy, nationwide standard shipping service or nationwide returns network substantiated.
