Language learning in Cabo Verde

The Constitution of Cabo Verde establishes Portuguese as the official language. At the same time, the state promotes recognition and the later equal status of the Cape Verdean language. In everyday life, Kriolu is used mainly in families, among friends, and in spoken conversations, while Portuguese predominates in administration, education, formal communication, and written job applications. Many people switch between the two languages depending on the situation; individual island varieties cannot be broadly assigned to one uniform standard language. Portuguese accompanies the educational pathway from preschool at around four to five years of age through higher education. Basic education is compulsory and free through the eighth grade. Many learners begin Portuguese at around six years of age as a second language. Instruction develops reading, writing, spoken communication, and specialist vocabulary for academic and professional situations. English and French are included in documented curricula from the fifth through the ninth grade; English also appears in the tenth grade. The exact timetable depends on the type of school and the curriculum version. Spanish is also available from some providers. Foreign languages are particularly useful for tourism, services, international communication, mobility, and digital content. Cape Verdean Language and Culture (Língua e Cultura Cabo-Verdiana) was documented as an optional or experimental subject in the tenth grade. Written standardization and the use of different varieties remain subjects of professional development. No nationwide uniform examination or certification for Kriolu has been documented. Language learning takes place in schools, at the University of Cabo Verde (Universidade de Cabo Verde), at private institutes, and at the Camões Portuguese Language Centre (Camões – Centro de Língua Portuguesa) in Praia and Mindelo. The Camões centre offers Portuguese, linguistic education, multilingual learning programmes, and digital learning environments. Portuguese-as-a-foreign-language examinations (CAPLE) can also be taken there; dates and fees depend on the relevant announcement. The language provider (CVBabel) offers English, French, and Spanish for children, adolescents, adults, and working professionals, in groups or individual lessons. Availability and costs must be checked directly with the provider. For adults, out-of-school education (educação extraescolar) and basic education for young people and adults (EBJA) provide literacy, reading, writing, and lifelong learning. These programmes may be organized formally or non-formally and use flexible learning rhythms. The first cycle lasts two years and the second three years; depending on the programme, a certificate, diploma, or dual certification may be possible. Language is usually functionally embedded in the educational pathway there and is not a separate national language-course standard. A free A1-level Portuguese course documented in 2021, offered by the Comunica project (Projeto Comunica), was independent of residence status. The programme covered Praia, Santa Catarina de Santiago, Sal, Boa Vista, and São Vicente, as well as distance learning using the ECCA distance-learning method (ECCA), Educational Radio (Rádio Educativa), teaching materials, a tutor, and Facebook. After successful completion, the Ministry of Education (Ministério da Educação) issued a certificate. No current repetition of this programme has been documented, and it must not be assumed to be a nationwide programme currently available. For professional practice, the benefit depends on the occupation. A documented tourism-training course at the tourism-training provider (EHTCV) included 120 hours of professional English and another 120 hours of a foreign language within a total of 1,125 hours. The 2026 announcement provided for 25 places; the published fee was 3,500$00 per month plus a registration fee. The application period ran from 26 June to 30 August 2026 and says nothing about later intakes. Costs vary greatly by school, higher-education institution, private provider, examination, and location. State-provided basic education through the eighth grade is free; there is no uniform national rate for language courses. Digital programmes were documented, among others, through a digital language-learning project (Akelius) for Portuguese, English, and French at schools in Praia, São Domingos, Ribeira Grande de Santiago, and Santa Maria. Current nationwide coverage of digital language laboratories has not been documented.
