Upskilling in Cambodia

Cambodia’s National Policy on Lifelong Learning, issued by the Ministry of Education, Youth and Sport (MoEYS) in 2019, provides the policy framework for formal, non-formal and informal learning. Cambodia does not have one statutory continuing-education service or one central access point. MoEYS covers lifelong-learning policy, non-formal education, literacy, Community Learning Centers (CLCs) and the Basic Education Equivalency Programme (BEEP). The Ministry of Labour and Vocational Training (MLVT), its Directorate General of Technical and Vocational Education and Training (DGTVET) and the National Training Board handle vocational training, competency standards, skills assessment, certification and recognition of prior learning (RPL). The National Employment Agency (NEA) provides career guidance, labour-market information, training listings and job-center services. The Skills Development Fund (SDF), under the Ministry of Economy and Finance, co-finances demand-led training with employers and providers. Short TVET courses often last about one week and may cover electrical work, repairs, computers, food services, beauty services or agriculture. Training can take place at a school, community location, workplace or through mobile or distance formats. Longer TVET programmes usually last at least one year and mainly serve initial vocational education; they belong to upskilling when their purpose is clearly reskilling or improving existing work skills. Employers may provide on-the-job training, apprenticeships, internships or internal courses. Informal learning also occurs through workplace practice, peer learning and community or home-based activities. RPL and skills assessment examine existing occupational abilities and may support a certificate or recognition within the Cambodian Qualifications Framework (CQF) or Cambodian National Qualifications Framework (CNQF). Recognition is not automatic; the relevant assessment and provider rules apply. Training and RPL for Khmer workers returning from Thailand were announced as free for 2026. The SDF Skills Matching Program offers pre-approved, industry-linked short courses for employed people, individuals and companies. Payment for a Skills Matching course is due at least five working days before the course starts. The SDF Skills Voucher provides 600,000 riel, approximately USD 150, for practical technical or soft-skills training in the informal economy. The voucher is valid for one year, can retain unused credit for another course and may require the participant to pay additional costs. It requires a valid Cam-IE-ID, and SDF courses must use registered or approved providers. NEA services are available through its online portal and job centers, although a particular listing can have its own requirements. The lifelong-learning policy is broadly inclusive and gives priority to women, vulnerable or marginalised groups, people with disabilities, school dropouts, ethnic minorities, migrant workers and unemployed people. Admission, prior knowledge, location, schedule, documents and fees remain programme-specific. There is no generally verified entitlement to free upskilling in Cambodia. A provider may require registration, identity documents, attendance or an assessment, and a certificate may reflect the provider’s assessment without automatically carrying a CQF or CNQF level. CLC and non-formal education programmes can provide literacy, numeracy, basic vocational or technical skills and education re-entry. BEEP offers flexible self-directed or blended learning up to Grade 9, but its primary purpose is educational progression rather than occupational upskilling. Costs and availability for these programmes vary locally. Compare the provider, course outcome, assessment method, total fee, schedule and whether the certificate has recognised value before enrolling.
