Child protection uses a distributed system involving the Ministry and Department of Social Affairs, Veterans and Youth Rehabilitation, district and provincial social-affairs offices, Commune Committees for Women and Children, police, courts, social workers and accredited NGOs. A report may lead to a local assessment and case management in Primero, followed by family support, reunification, kinship care, foster care or court action. The policy preference is to strengthen the family, keep children near their community, maintain contact between siblings and use family-based care instead of residential care where safe and suitable.
