Language in the Central African Republic

Sango is the nationwide lingua franca for everyday life, oral communication and interethnic contact. In Bangui, Sango is increasingly also used as a first language. French is the formal written language and shapes laws, official documents, central government bodies and further education. The Constitution names Sango as the national language; outside the Constitution, other local languages are sometimes also called national languages (langues nationales). This does not establish an evidenced equal status for these languages alongside Sango. Many people combine a local language as their first language with Sango as an additional lingua franca and, depending on region, age and educational background, with French. Regionally and culturally important languages include Gbaya, Manza, Banda, Ngbaka, Zande, Sara-Kaba, Aka, Gbanziri, Yakoma and Nzakara, among others. Reliable current nationwide language proportions are not available. Sango varieties differ, among other things, between river regions, Bangui and socially or regionally shaped forms of speech; a central official dialect map has not been documented. In administration, formal written documents often remain in French. Sango is used for oral communication and mediation when a language understood nationwide is needed. Court proceedings may take place in Sango or French. According to the available research, there is no nationwide uniform guarantee of translation or interpreting; costs, availability and waiting times depend on the authority, location and personnel. Education and language policy provide for Sango and French. The introduction of Sango in early primary grades has repeatedly been planned or tested, but remains inconsistent because of limited materials, funding and staff capacity. French predominates at higher levels of education. Radio is a central means of reaching people: national media broadcast daily in Sango and French, including Guira FM around the clock at several locations and Ndeke Luka. Both languages also appear in religious services, Bible translations, literacy work, literature and cultural programs. The Applied Linguistics Institute (Institut de Linguistique Appliquée) develops dictionaries, specialized lexicons, grammars and translations, among other things. There is no language-specific access requirement for state and public services. Practical access nevertheless depends on the region, institution, level of education, available materials and the language skills of the relevant staff. Sango often lowers the access barrier for oral information and community participation; French is more likely to provide access to formal written communication, administration and education. Limited literacy, regional language differences and unequal reach of media or services can still create barriers. Constitutional law prohibits discrimination on the basis of language, but its current practical enforcement has not been fully verified.
