Art in Djibouti

The Ministère de la Jeunesse et de la Culture (MJC) sets cultural policy. Its Agence Nationale pour la Promotion de la Culture (ANPC) is a public agency based in Djibouti City with regional branches. ANPC departments cover artistic and cultural training, cinema, the Musée National de Djibouti (MND), the Théâtre des Salines, the Bibliothèque Nationale and the Archives Nationales. The Office Djiboutien des Droits d’Auteur et de Droit Voisin (ODDA) manages copyright collectively, and the Commission Nationale du Patrimoine Culturel (CNPC) advises on heritage protection. Visual arts legally include painting, sculpture, drawing, engraving, photography and installations. The MND collects, conserves and exhibits works. Craft practices use leather, wood, palm materials, beads, clay and ceramics, and women play a central role in many craft activities. Xeedho is a recognized cultural practice receiving UNESCO safeguarding attention. Public, community and informal settings remain significant places for making, presenting and selling creative work. Music and performance draw on Afar and Somali oral song, traditional music and dance, as well as poetry in Afar, Somali, Arabic and French. Gabay and geeraar belong to the local oral-poetry vocabulary, while Daanto, Sadehleh, Zeili’i and Wilwilleh are established local performance terms. Weddings and community events provide major access points. The Théâtre des Salines presents classical and contemporary repertory from Djibouti and the Horn of Africa, and a National Orchestra is a stated cultural objective. Literary activity includes oral poetry and contemporary writing. The Bibliothèque Nationale collects, catalogues, preserves and shares publications and supports systems such as legal deposit, the national bibliography, ISBN and ISSN. Current publisher grants and publication fees were not verified. ANPC cinema functions include registration, filming and exploitation approvals, professional cards, production, co-production and a cinémathèque. One Djibouti film festival is documented, but its present frequency is not established. The 2026 artist statute allows Djiboutian citizens and legal residents to practise freely. Official recognition uses the Registre National des Artistes and an artist card. Evidence may include significant artistic activity, a recognized diploma or certificate, completed training, an artistic contract or regular artistic income, or peer and professional recognition. The decision period is at most 45 days, but the implementing decree and application details were not located. No registration fee was stated. ANPC provides initial, continuing and short training in music, visual arts and drama, including diploma tracks in stage and performance arts and training in cinema. Historical information from the former IDA gave priority to Djiboutian applicants, referred to a minimum 3e level, an age range of 17 to 23, tests and a competition held 15 days before the academic year. The droit de suite for graphic and plastic works is set at 5 percent of a resale. ODDA collective management also covers traditional cultural expressions. Registration follows a presidential order, while classification follows a decree and can create conservation duties, prior-authorisation requirements, State pre-emption rights and eligibility for aid. Architecture, traditional habitats, colonial buildings, monuments, sites and architectural ensembles fall within heritage protection.
