Religion in Dominica

Religious life in Dominica is organized mainly through local churches and denominations rather than one central religious authority. The 2011 census counted 69,325 people: 36,563 Roman Catholics, 13,151 Evangelicals, 4,659 Seventh-day Adventists, 1,788 Methodists, 918 Jehovah's Witnesses, 755 Rastafarians, 637 members of the Church of God and 373 Anglicans. It also recorded 2,968 people in other groups, 6,538 with no religion and 975 whose affiliation was not stated. Smaller Muslim, Hindu, Buddhist, Baha'i and Spiritist communities are present, but the census category “Other” does not provide a further reliable breakdown. Churches commonly provide worship, prayer, religious teaching, community support, weddings and funerals. The Dominica Association of Evangelical Churches and the Dominica Christian Council support interdenominational relationships and social or public programmes, while individual denominations set their own membership and worship practices. Rastafarian communities may describe their way of life as livity rather than religion, so their treatment in formal registration can be contested. Section 9 of the Constitution protects freedom of conscience, thought and religion, the right to manifest belief through worship, teaching, practice and observance, and protection from discrimination based on creed. Religious communities may establish and manage educational institutions at their own expense. A person may change religion, and no person may be forced to receive religious instruction or attend a religious ceremony without consent. Restrictions can apply only on grounds such as defence, public safety, public order, morality, health or the rights of others, and must be legally justifiable. The available local evidence does not establish a statutory state religion. National Prayer has a theistic civic role but does not by itself create one. Religious organizations that need formal legal capacity can use formal registration processes involving the Registry Division of the Supreme Court or a nonprofit process involving the Attorney General. A typical nonprofit application identifies the group, its worship-place address and five executives. Formal registration can support contracts, a bank account, building matters and some customs or construction concessions; an informal community can still worship but does not automatically receive those organizational rights. A government ePayment listing displays XCD 25 for church-building registration, while current organization fees and processing times should be confirmed with the responsible office. Public and assisted schools begin the school day with collective worship. A written request from a parent can excuse a child from collective worship, religious observance and religious instruction, and school admission or attendance may not depend on participating or refusing to participate. Public-school prayers were reported as non-denominational in 2023, and participation was not compulsory. The Ministry of Education is responsible for the education system, while private Catholic, Methodist and Seventh-day Adventist schools have been reported to receive teacher-salary subsidies. Education regulations place collective worship within a maximum of 30 minutes before the first lesson. Good Friday, Easter Monday, Whit Monday and Christmas Day are public holidays with Christian connections; Boxing Day follows Christmas Day. A public holiday creates a civic rest day and does not require participation in worship. Holiday dates should be checked each year, and the 2026 government portal confirms Christmas Day on 25 December. A religious wedding does not replace statutory marriage registration. The civil process involves the Registrar General or another authorized Marriage Officer, and a Christian minister may conduct the ceremony only when legally authorized. A minister may refuse a ceremony that conflicts with the minister's rites or denomination. Birth, death and marriage certificates come from the Registry Division. Baptisms, confirmations, religious funerals and similar rites follow the rules of the relevant community, with no single national procedure, fee or deadline. Worship, membership and donations also vary by congregation.
