In French-speaking settings, connaissance, relation and réseau describe different forms of social contact, while local usage varies by region and language. French is the official language; Kikongo, Lingala, Swahili and Tshiluba are national languages, alongside other protected local languages. Choose the language that fits the region and the other person, and respect religion, custom, land rights and local authority rather than assuming one national etiquette. People commonly meet through relatives, neighbours, churches and parishes, schools and universities, employers, markets, cultural venues, sports clubs and federations, youth groups, ASBL or ONG activities, and trusted digital groups. Bars, markets, places of worship, stadiums and cultural venues can provide functional meeting settings, but no such place is uniformly safe across the country. Outside Kinshasa and larger cities, transport and accommodation can limit participation. The Conseil National de la Jeunesse, the Ministère de la Jeunesse et Éveil Patriotique, the Ministère des Sports et Loisirs, religious associations and local organisations may be relevant for organised activities, but they do not form one national acquaintance-matching service. Informal contact normally requires no permit or fixed deadline. Access depends on the place, an invitation or group rule, a trusted local introduction and the practical conditions of the province or city. Costs have no national fixed rate and may include mobile data, calls or SMS, transport, food and admission. Mobile money is a widespread payment and communication channel, but actual costs depend strongly on distance, network quality, venue and security. Digital contact is significant in cities but uneven in rural areas. ARPTC reported 63.66 million active mobile subscriptions, 56.7% mobile penetration, 35.3% mobile-internet penetration and 29.8 million mobile-money users in the first quarter of 2025. Subscriber identification is required before connection under Loi 20/017 and the 2022 implementing order. Communications secrecy and personal-data protection apply, subject to legal exceptions and disclosure by competent judicial or security authorities. Do not publish another person’s number, photograph, chat or location without consent. Mobile and internet services may be reduced or interrupted during unrest. A formal association is relevant only when people organise a continuing activity, not when two individuals simply meet. An ASBL obtains legal personality through the Ministère de la Justice after an opinion from the competent sector ministry; the application involves two copies submitted against a receipt, a membership list, a declaration of the leadership, notarised statutes, certificates of good conduct, life and morals, and a statement of resources. A provincial provisional authorisation may be issued by the governor and is stated to remain valid for six months, with publication costs. An ONG is an ASBL with legal personality and a social, cultural, economic or community purpose. Current provincial practice should be checked separately. The Constitution protects freedom of religion, expression, peaceful unarmed assembly and privacy of communications, including under Articles 22 to 26 and 31. These rights remain subject to law, public order, bonnes mœurs and the rights of others. A public demonstration requires written information to the responsible administrative authority, and nobody may be forced to participate. Safety conditions differ sharply across the Democratic Republic of Congo. Parts of North Kivu, South Kivu and Ituri, some areas of Kinshasa and other specially marked regions face risks including crime, robbery, kidnapping, terrorism and unrest. Attacks can affect bars, places of worship and markets, and gatherings can escalate quickly. For a first meeting, choose daylight and a busy public place, tell a trusted contact, keep your own return option, avoid showing valuables and do not use an unverified street taxi. Use privately booked or trusted transport, avoid observing or photographing demonstrations, and check local authorities, local media and the current provincial security situation before travelling.
