Apprenticeship in the Democratic Republic of the Congo

Vocational training is established in the Democratic Republic of the Congo, but its organization varies greatly by region and quality. The Ministry of Vocational Training and Trades (Ministère de la Formation Professionnelle et Métiers) develops vocational training policy, authorizes public and private centers, and supervises them. The Ministry of Employment and Labour (Ministère de l’Emploi et du Travail) is responsible, among other matters, for labor-law issues. The National Employment Office (Office National de l’Emploi (ONEM)) deals with contract visas, notifications, and transitions into the labor market. The National Institute for Vocational Preparation (Institut National de Préparation Professionnelle (INPP)) provides career guidance, qualifying courses, technical support, examinations, and certificates. There are four common pathways. A business or workshop may offer a written formal apprenticeship contract (contrat d’apprentissage), combining practical workplace training with, where applicable, supplementary vocational courses. Recognized vocational training centers and INPP provide programs with selection, training, support, and transition into employment or self-employment. Non-formal programs run by nongovernmental organizations, religious institutions, and community organizations are often financed through projects or partnerships. In the informal master-apprentice system (maître-apprenti), an apprentice learns mainly through observation and imitation in a master’s workshop, a small business, or a family setting. A uniform nationwide dual system has not been established by the available evidence. Common occupational fields include construction and building trades, electrical installation, general mechanics, TIG or MAG welding, hydraulics, and pneumatics. The duration depends on the occupation, learning objective, prior qualifications, and training method and may not exceed four years for a formal apprenticeship contract. INPP modules and practical placements have different durations. Informal training can vary considerably and often ends without a fixed date. The master is expected to teach theoretical and practical foundations, occupational tasks, safety, hygiene, and social rights. The apprentice follows technical instructions, performs agreed work according to their abilities, takes part in medical examinations and performance assessments, and protects tools, materials, and business secrets. The master must provide gradual and complete training, suitable tools and materials, and protection of dignity, health, and safety. After one year of service, there is an entitlement to leave; in cases of illness or accident, benefits apply under the relevant rules. The training allowance (indemnité) is intended to increase by year of training. Its exact amount could not be reliably determined from the sources reviewed. At the end, the master issues an apprenticeship completion certificate (certificat de fin d’apprentissage). A controlled assessment of occupational competence can lead to a government title. The national ECNFFP examination structure and the competency-oriented rollout involving a professional project and DCP are being expanded gradually; their practical reach is limited by the security situation. Informal pathways are often close to the local labor market, but usually offer no government certification and only limited recognition by other employers or projects. INPP programs explicitly target unemployed people, school leavers, vulnerable groups, employed people, and career changers. No general upper age limit has been established by the available evidence.
