Banks in Congo

The formal banking system in the Democratic Republic of the Congo includes commercial banks, savings and term-deposit products, payment services, cards and digital channels. The BCC grants authorization, applies prudential supervision, oversees payment systems and supports consumer protection and financial inclusion. Its online register should be checked before choosing an institution. The register currently shows 16 entries, while the 2024 annual report recorded 15 active banks. Listed institutions include Access Bank Congo, Afriland First Bank CD, Bank Of Africa RDC, BGFIBank, Citigroup Congo, CRDB Bank DR Congo, Ecobank RDC, EquityBCDC, FBNBANK DRC, MEGABANK DRC, Rawbank, Sofibanque, Solidaire Banque, Standard Bank, TMB and UBA. Banks serve natural and legal persons. Account opening and payment instruments require a prior CIP check, which uses the Identifiant Client Unique. The institution normally verifies identity, address and the beneficial owner, and may request additional documents. Required documents and acceptance decisions depend on the institution; the reviewed BCC sources do not establish a nationwide onboarding deadline. Common bank accounts include current accounts, fixed-term deposits and special-regime deposits. Deposits are held in Congolese francs (CDF) or United States dollars (USD). In 2024, total bank deposits reached 40,903.92 billion CDF, with 91.6% held in foreign currency and 8.4% in local currency. The law provides for deposit protection, but the reviewed public BCC sources do not confirm a coverage limit or an operational payout rule, so an account holder should not assume that every balance is automatically reimbursed in full. Bank payments can use cheques, postal orders, bills of exchange, promissory notes, debit or credit cards, transfers and direct debits. The national payment infrastructure includes SAREC-RDC and the automated clearing house (ACH). ACH transactions can reach the equivalent of 25,000 USD; higher-value or time-critical payments may use the real-time gross settlement system (RTGS). In 2024, RTGS processed 144,822 payment orders worth 80,275 billion CDF, while ACH processed 161,309 orders worth 997.1 billion CDF. The 2024 RTGS system had 16 participants, and the automated system had 15 banks plus the BCC directly connected at the end of 2023. Cards and electronic payments use institution-specific services as well as MOSOLO, the national hybrid card and electronic-money switch. MOSOLO supports prepaid, debit and credit products. Instruction No. 58 of 18 December 2024 addresses interoperability and participation in the national switch. At the end of 2024, 3,492 payment terminals were configured for CDF transactions, and CDF payments through those terminals exceeded 51.6 billion CDF. A bank deposit account is different from a mobile-money account. The BCC register of electronic-money issuers includes Vodacash, Airtel Money RDC, Orange Money RDC and Afrimobile Money. At the end of 2024, these services recorded 52 million registered mobile-money accounts and 17 million active accounts; these figures do not represent unique individuals. Mobile money often provides the broadest practical access through agents, while bank branches, bank cards and banking apps depend on the selected institution and local coverage. Agents bancaires are natural or legal persons operating under a written contract with a financial institution. Other regulated institutions serve narrower needs. Microfinance companies accept public deposits and provide microfinance credit. COOPECs handle savings and credit for members. CADECO collects public savings and may provide credit. Messageries financières specialize in national and international money transfers. Electronic-money institutions issue and manage electronic value but do not take bank deposits. These functions should not be treated as interchangeable: the appropriate provider depends on whether the user needs deposit custody, membership-based savings, everyday payments or a transfer. Some bank services must be free under Instruction No. 37. Other tariffs depend on the institution, product and channel, and mobile-money or transfer fees depend on the provider. Instruction No. 40 requires publication of banking conditions and tariffs. Customers should compare the currency, account conditions, cash access, transfer fees, card fees, agent or branch reach and digital availability before opening an account. A complaint should first go to the provider through its complaint process. If the institution is supervised and the response is unsatisfactory, the matter can be escalated or reported to the BCC. Instruction No. 39 provides the relevant framework, but the reviewed public sources do not establish one nationwide deadline for every complaint. The BCC supervises payment-system security, efficiency, stability and fraud prevention. The CIP can record customer, account and payment incidents, including bank or court prohibitions. Anti-money-laundering, counter-terrorist-financing and counter-proliferation-financing rules may lead to additional checks, delays or account restrictions. A customer should keep identification and ownership information current and use only official channels, because a suspected transaction or incomplete KYC file can interrupt access. The practical choice usually follows the service required: a licensed bank, COOPEC or microfinance company for deposits within its authorized scope, an electronic-money institution for everyday mobile payments, and a messagerie financière for a domestic or international transfer. Verify the current license or register status, applicable fees, currency, available agents or branches and the provider's complaint channel in the specific location before committing funds.
