The ESU system covers universities, Institut Supérieur Pédagogique (ISP), Institut Supérieur des Techniques, Artistiques et Technologiques (ISTAT) and other Écoles Supérieures. The Ministère de l'Enseignement Supérieur, Universitaire, Recherche Scientifique et Innovations (ESURSI, also called MINESURSI) supervises the sector, while ANAQ-ESU and ministry controls support quality and academic verification. The EXETAT or Diplôme d'État is the secondary-school gateway to tertiary study; school, vocational training and professional training follow different systems except where a transition must be explained. Before applying, compare the institution and programme, then check the institution's status, accreditation state and programme approval in the relevant ministry records. The ministry registry identifies statuses such as Créé, Autorisé à fonctionner, Admis à l'agrément and Agréé, and includes public and private providers. Available administrative portals do not show identical totals: one ministry registry lists 1,006 establishments, while a national control portal shows more than 1,557. This discrepancy makes an institution-level check necessary. Foreign school or academic qualifications require an equivalence signed by the responsible minister. Admission is institution-specific. A provider may request a dossier, online pre-registration, an entrance examination or another test. A UNILU example for 2023–2024 admitted applicants with at least 60% automatically for most programmes except Medicine and Architecture, while applicants below 60% took a test or orientation process; Medicine and Architecture required a concours. This example is dated and does not establish a national admission rule. The LMD structure normally organises study into a Licence of three years and 180 credits, a Master of two additional years and 120 credits, and a Doctorat based on research, generally lasting about three years. Official programme maquettes determine the discipline-specific requirements. Older DEA and DES qualifications remain part of a transition toward Écoles doctorales under ministerial notices. Students pay registration, academic and study fees, but no single national fee applies. Amounts depend on the institution, faculty and payment channel. At UNILU in 2023–2024, the pre-registration example was USD 30 for applicants with at least 60% and USD 40 for applicants below 60%, with a deposit of 350,000 CDF; these figures are dated and indicative. Keep every payment receipt and use the ministry's digital quotités controls where applicable. In-person study remains dominant, while the national Enseignement Ouvert et à Distance (EOD) platform provides distance-learning study. A 2026 decree reinforces recognition of online and hybrid diplomas, but students should still verify provider approval, programme habilitation and the academic-control process. Student cards, QR systems and other verification tools may be used. Academic calendars and continuity can be affected by regional insecurity; 2026 suspensions and continuity measures in Goma and Bukavu show why institution-specific notices matter. Funding may come from the national scholarship system, BSNE or Excellentia programmes, and bilateral or multilateral schemes. These are competitive or call-specific rather than universal entitlements, and the national platform can cover Licence, Master and Doctorat applications in Democratic Republic of Congo or abroad. After completion, collect the diploma and transcripts and verify their authenticity or equivalence through ministry and academic-control systems before employment, transfer or further study. A Doctorat additionally requires research, a thesis and a soutenance. Access, costs, quality and practical continuity differ substantially by province, institution and discipline.
