Elections in Ecuador

Ecuador holds elections under constitutional rules of universal, equal, direct, secret, and publicly counted voting. Eligible citizens choose authorities, while electoral institutions organize the process and resolve disputes. The president and vice president are elected together. The presidential system can require a second voting round when the constitutional conditions for winning in the first round are not met. Voters also elect members of the Asamblea Nacional. Representation combines different electoral districts, and voters commonly encounter party or movement lists rather than only a single nationwide contest. Local elections choose authorities for decentralized governments, including prefects, mayors, council members, and parish board members. The ballot therefore varies according to the voter’s registered electoral area. The Consejo Nacional Electoral, known as the CNE, organizes voting, maintains the electoral register, registers qualifying political organizations and candidacies, provides voter information, and publishes official results. Polling boards carry out voting and counting tasks at polling places. The Tribunal Contencioso Electoral, known as the TCE, decides electoral disputes and alleged electoral violations within its authority. It is a specialized adjudicative institution and has a different role from the CNE. Voting is compulsory for many Ecuadorian citizens and optional for constitutionally defined groups. Because a person’s exact duty can depend on personal status, each voter should confirm their situation through official electoral information. Campaigns allow parties, movements, candidates, and alliances to present proposals. Voters should distinguish campaign promises from powers that the office actually holds and examine how a proposal could be implemented. Referendums, popular consultations, and other participation mechanisms can place defined questions before voters. These ballots decide the submitted questions rather than choosing a person for office. Election day normally involves confirming the assigned polling place, presenting accepted identification, receiving the relevant ballots, marking choices in private, and depositing them as instructed.
