The official state is the Arab Republic of Egypt. It has a written constitution, national territory, citizens, public institutions, and laws that apply through an organized system of government. The state is different from the government of the day. Governments and officeholders can change, while institutions such as ministries, courts, public registries, and governorates continue to perform state functions. The presidency represents the state and holds major executive responsibilities. The prime minister and Cabinet manage government policy and supervise the work of ministries and other executive bodies. Parliament makes legislation, approves important public measures, and exercises oversight through its constitutional functions. The House of Representatives is the main legislative chamber, and the Senate has a consultative role in specified major matters. Egypt has a judicial system that includes ordinary courts, administrative justice, and specialized judicial bodies. Administrative courts are especially important when a person or organization challenges certain decisions made by a public authority. Most public administration is organized through ministries and bodies responsible for particular subjects. A person may deal with them when registering civil status, obtaining a permit, paying a public charge, accessing a service, or resolving an official record. Egypt is divided into governorates called muhafazat, which are led by governors. Districts, cities, towns, villages, and local units carry out more local work, but their authority forms part of a centralized national system. Public officials normally act through written rules, forms, files, stamps, records, and decisions. The responsible office, required documents, and route of review depend on the type of matter rather than simply on where a person lives. The state can provide services, maintain order, build infrastructure, and coordinate large national projects. Its size and centralization can also make procedures slow or difficult to navigate, so written proof and the correct administrative route are practically important.
