Work in Eritrea covers field farming, livestock, fishing, trade, sales, administration, teaching, health care, construction, mechanics, transport, hotels, catering and basic manual work. The 2015/16 occupation distribution published in 2019 recorded service and sales workers at 13.7%, technicians and associate professionals at 11.6%, craft and related trades workers at 10.2%, elementary occupations at 8.3%, professionals at 5.5%, clerical support workers at 5.3%, plant and machine operators and assemblers at 1.6%, and managers at 1.2%. These figures are historical and do not provide a current regional workforce census. Agricultural, forestry and fishery work remains especially relevant, while urban and rural opportunities differ with infrastructure and local economic activity. Formal entry routes include college or university study in education, engineering and technology, science, agriculture, health, medicine and dentistry, marine science, business and economics, and arts and social sciences. Relevant institutions include Eritrea Institute of Technology, Hamelmalo Agricultural College, Asmara College of Health Sciences, Orotta School of Medicine and Dental Medicine, College of Marine Sciences and Technology, Halhale College of Business and Economics, and College of Arts and Social Sciences. Health training includes pre-service, bridging, in-service and specialist programmes. The Ministry of Health reports free training for staff and trainees, and official sources report free higher education, but current fees and admission calendars are not reliably established. Apprenticeship requires a written agreement stating the training content, duration and, where applicable, pocket money and a completion certificate; an apprentice may not work alone in hazardous work. A job seeker can approach an employment service, a private agency or an employer directly. Regulation of private employment agencies is not fully documented in the available public material. A non-national requires a Ministry work permit that specifies the permitted activity and duration. Foreign qualification recognition and transfer rules are not reliably available as one comprehensive public system, so the relevant institution or sector authority must be checked for the specific profession. National Service is a cross-cutting assignment and work regime, not a profession. The law provides for 18 months, but reported practical duration, release, transfers and access to outside employment can be opaque or indefinite. Assignments have included teaching, medical and health work, administration, skilled technical and mechanical work, construction, agriculture, hotels, roads and infrastructure. Professional training can lead to public assignment, which can substantially limit normal choice of employer, career movement and professional autonomy. For ordinary employment, Labour Proclamation No. 118/2001 provides the main framework. A written contract should state the duration, start date, duties, workplace, wage and the parties' rights and duties. Probation may last up to 90 days. Regular work is limited to eight hours per day and 48 hours per week, with at least 24 consecutive hours of weekly rest. Statutory overtime premiums are 1.25 times the normal rate for some periods, 1.5 times for other periods, and up to 2.5 times for specified rest or holiday work. Annual leave starts at 14 working days after the first year and increases by one day per year up to 35 working days. Employers are responsible for training, tools, workplace safety and health, medical examination costs and a work certificate. The framework also provides equal starting pay for equal work, protection against discrimination based on sex or disability, and 60 consecutive days of paid maternity leave. Promotion, transfer, discipline and vocational skill upgrading can depend on the employment contract, a collective agreement or enterprise rules. In health care, the documented progression includes community health agents or volunteers, nurses, midwives, laboratory or pharmacy technicians, public-health technicians, doctors and specialists. Ministry of Health counts from 2020 recorded 291 doctors, 1,474 nurses, 2,918 assistant nurses, 486 pharmacists and pharmacy technicians, 517 laboratory technicians, 132 radiologists and 74 specialist doctors; these figures are historical and are not a current workforce census. The Ministry of Labour and Human Welfare can regulate occupational safety, hazardous and arduous work, vocational-training types and tests, construction conditions, government-enterprise job classification and private employment agencies. The Labour Inspection Service, Labour Relations Board and First Instance Labour Court provide formal labour channels, while complaints and appeals may also involve the Ministry, the Labour Relations Board, the High Court or other courts. The Medical Board and sector-specific health rules provide professional oversight in health care. Current licensing and renewal requirements for every profession are not publicly verified, and there is no reliable current occupation-specific salary table or vacancy database.
