Life stages in Ethiopia

In Ethiopia, childhood generally covers people under 18 under the National Child Policy, the Convention on the Rights of the Child and Article 36 of the Constitution. Youth policy covers ages 15 to 29, while the Ministry of Health uses ages 10 to 29 for adolescent and youth health; therefore, people aged 15 to 17 can be both children and youth, and people aged 18 to 29 can be both adults and youth. Older age is commonly measured from 60, and the National Healthy Ageing and Older Person Care Strategy 2026–2030 promotes healthy ageing, person-centred primary care and functional support. Adulthood has no single Ethiopian service category, but commonly involves independent service use, work, household responsibilities, marriage or parenthood, migration, disability and unemployment. Care dependency is assessed through functional need linked to age, disability or chronic illness rather than through a nationally uniform long-term-care entitlement. Responsibilities are distributed among the Ministry of Women and Social Affairs, Ministry of Health, Ministry of Education, Vital Events Registration Agency, Public Social Security Service Agency, regional Women, Children and Social Affairs, Health and Education Bureaus, woredas and kebeles. Federal and regional implementation varies, and access also depends on rural or urban location, household resources, gender, conflict and displacement. Children have rights to life, a name and nationality, parental or guardian care, protection from exploitation, harmful work and violence, education, health and protection services. Parents, guardians and responsible caregivers handle birth registration; registration should generally take place within 90 days, has no registration fee, and a regional fee may apply for the birth certificate. Late registration can lead to sanctions and missing identity documents can increase risks linked to child marriage, child labour, trafficking and being treated as an adult in criminal proceedings. Young people may move from school to technical and vocational education and training, higher education, employment, enterprise or migration. Relevant support can include sexual and reproductive health services, psychosocial support and youth participation, but availability is not guaranteed uniformly and may be limited by regional capacity, cost, gender, rural location, conflict or displacement. Older people rely mainly on families, communities and health services. Contributory pensions mainly cover eligible public servants under Proclamation 1267/2022 and employees covered by the separate private-employee scheme; no universal non-contributory old-age cash benefit is established in the available evidence. The legal marriage age is 18 for both sexes under the reported civil-registration framework, but reported regional exceptions in Somali and Afar require verification of current regional law before relying on them. Armed conflict, intercommunal violence, drought, floods, disease outbreaks, food insecurity, inflation and large-scale displacement can interrupt education, health care, registration, livelihoods and family care. Children, women, caregivers, internally displaced people, returnees, refugees and people with disabilities may face heightened risks, including separation, school interruption, loss of identity documents, recruitment, gender-based violence, trauma and reduced access to services. Responses may involve government and humanitarian coordination, child protection, mental-health and psychosocial support, nutrition, water and sanitation, mobile health, cash assistance, accelerated or non-formal learning and family tracing or reunification. Ethiopia therefore requires a practical assessment of age, functional needs, documents, location, responsible authority and available formal or community support rather than reliance on one nationwide life-stage system.
