The formal technical-vocational pathway (Via Técnico-Profissional) combines general education, technical content and workshop instruction. It can lead to a Professional Technician Diploma (Diploma de Técnico Profissional); access to higher education afterwards depends on the applicable legislation. Those who complete secondary school without pursuing further study may, depending on the available provision, take an additional technical or technological qualification. After basic education (Ensino Básico), short technical programmes of no more than one year may also lead to qualification as a qualified worker (trabalhador qualificado). Institutions such as the vocational training centre (CENFI), the Bissau vocational training institution (SENAI de Bissau), the training provider in Bissau and Bula (CIFAP), and the development and training organisation (ADPP) also offer vocational courses. Typical fields include construction, electrical work, plumbing, refrigeration and air conditioning, woodworking and metalworking, motor-vehicle technology, agriculture, solar energy, information technology, gastronomy, hospitality and fishing. Courses may also be offered by private institutions, non-governmental organisations or cooperation projects. The National Institute for Vocational Training (INAFOR) is responsible for administrative certification and issuing vocational completion certificates; the Ministry of Education and the ministry responsible for labour and social security share further responsibilities depending on the area. Admission requirements differ. Under the framework law, access is generally possible after completing the third cycle of Ensino Básico; later entry without this completion may also be possible if the person has exceeded the age for the corresponding school level. Employees may use programmes for vocational improvement or retraining. Individual institutions require specific school years or an entrance examination. For reported ADPP and CIFAP programmes, a guideline of at least 15 years applies; for CENFI programmes, it is at least 18 years. These figures do not constitute a uniform national age limit. There is no nationally prescribed overall duration or uniform ratio of theory to practice. Courses range from less than one month to six months; longer programmes often last one, one and a half, two or three years. The law provides for general, technological and practical workshop content. At ADPP, six months of theory are followed by about one year of community-based practice, while project-based CENFI courses may, for example, comprise 600 hours over three months with a practical component. Provision remains unevenly distributed by region. A 2021 assessment recorded 2,496 learners; 87.18 percent were studying in Bissau and 12.82 percent in the regions of Oio, Cacheu, Quinara, Bolama-Bijagós and Tombali. This figure describes the situation at that time and must not be projected as a current nationwide total. There is no uniform national fee schedule and no generally documented training allowance. Funding comes from public resources, private contributions, non-governmental organisations and EU, UN and bilateral projects. Individual projects cover enrolment, the course, documents, personal protective equipment and materials, and additionally pay for food or a transport allowance. Costs and benefits therefore need to be checked for the individual course. Anyone who successfully completes a course or module is entitled under the applicable framework to corresponding certification. Qualification titles and recognition procedures, however, have not yet been harmonised nationwide. The policy for a national qualifications framework adopted in 2024 is intended to improve transparency and transitions, but it is still being developed. A certificate guarantees neither a job nor a place in higher education; its value depends on the field, provider, region and labour market. The employment and vocational training agency (AGEFP) combines employment promotion and vocational training, but direct placement is not automatically guaranteed.

Vocational education and training in Guinea-Bissau includes formal, non-formal and informal pathways to vocational knowledge and qualifications.
