Labor market in Guinea

ENESIG 2019 counted 6,308,466 people of working age, a labor force of 3,420,708 and 3,256,677 employed people. The labor-force participation rate was 54.2%, the employment-to-population ratio was 51.6% and the headline unemployment rate was 4.8%. A broader labor-underutilization measure was 38.5%. For people aged 15 to 35, unemployment was 7.2% and the share not in employment, education or training was 37.1%. These figures show why a low headline unemployment rate does not describe the quality, stability or adequacy of available work. The World Bank and ILO modelled unemployment at 5.2% for 2025 and employment at about 49% of the working-age population. The largest employment groups are services and commerce at 46.0%, primary activities at 40.1% and secondary activities at 14.0%. Agriculture remains the main mass-employment base. Mining generated about 21% of GDP and more than 90% of exports in 2022, but its direct employment link is limited. AGUIPE-E reported about 22,000 mining jobs in the second quarter of 2025, with Guineans holding 92% of them. Mining, construction, agro-processing, services, logistics and commerce are priority demand areas, while local suppliers and technical maintenance can connect large projects to more jobs. Informality shapes most working lives. ENESIG recorded 65.8% self-employment, 83% vulnerable employment and 77.4% of jobs in the informal sector. It counted 1,875,412 individual production units, or UPIs, with an average size of 1.4 people and only 0.4% salarization. Retail accounted for 56.7% of UPIs, 67.8% were rural and women promoted 49.3% of them. Informal employment reached 97.5% in primary activities, 94.2% in secondary activities and 96.4% in tertiary activities. The female labor-force participation rate was 43%, compared with 63% for men, and more than 95% of employed women were in vulnerable employment in the 2025 estimate. Work opportunities differ sharply between regions. Labor-force participation was highest in Kankan at 65.0% and N'Zérékoré at 63.6%, and lowest in Faranah at 45.3%. Conakry had the highest educational access: 35.8% had no schooling, compared with 72.5% in rural areas, and 14.1% had tertiary education compared with a maximum of 2.0% outside Conakry. Informal employment ranged from 86.5% in Labé to 98.3% in N'Zérékoré. These differences affect access to salaried work, training, transport, employer networks and public services. Several institutions perform different labor-market functions. The Institut National de la Statistique, or INS, produces official statistics. AGUIPE-E provides public employment intermediation, career guidance, employability support, entrepreneurship services, employer and jobseeker databases, online vacancies and physical agencies. Registration is free and normally leads from account creation to an appointment and then to employability training, entrepreneurship support or another suitable service. AGUIPE-E recorded a 166% increase in registrations in 2025 compared with 2024; women represented 43% of jobseekers but only 11.5% of registered contracts. Public intermediation remains partial, informal hiring is widespread and AGUIPE-E does not guarantee placement. The Ministry of Technical Education, Vocational Training and Employment, or METFPE, oversees employment policy and technical and vocational education and training. Its public programs cover 112 fields. Some programs use mainly theoretical teaching, while competency-based programs commonly contain 70% to 90% practical training. Type A access generally follows the BEPC, the lower-secondary education certificate, and can lead to a CAP after about two to three years, subject to the program. Parcours Pro Guinée commonly involves finding a school and program, registering online, choosing a field, paying any applicable fee, completing the INA step, passing an admission concours and receiving placement according to available quotas. Requirements and capacity vary by program and location. The Office National de la Formation et du Perfectionnement Professionnels, or ONFPP, supports continuing training, informal apprenticeships, enterprise training, needs assessment and referrals toward fields with employment potential. Training fees and timing vary by provider and program. A qualification can improve access to work, but it does not guarantee a job where employer demand, transport, local capacity or practical experience remain limited. Pay data requires a date and a clear source. ENESIG 2019 recorded mean employment income of 177,792 GNF per month, while the mean for informal workers was 502,659 GNF. About 21.4% of employed people were below the 440,000 GNF SMIG reference used in that survey. SMIG is Guinea's statutory minimum-wage reference; the Labour Code grants the entitlement, but the hourly rate requires a decree following consultation, and a current rate was not verified in the available research. A mining collective agreement renewed in 2025 contains an entry wage schedule, but the researched material does not state its amount. The survey figures therefore should not be treated as current legal wage rates. The Labour Code covers recruitment, contracts, apprenticeships, training, working conditions, wages and labor administration. The Labour Inspectorate, within the DNTLS system, oversees labor-law compliance. The Caisse Nationale de Sécurité Sociale, or CNSS, administers social security, but only 3.6% of UPI promoters reported awareness of CNSS in ENESIG 2019. Formal legal protection and inspection therefore operate alongside a much larger informal economy where registration, written arrangements and social-security coverage may be limited. Simandou's commissioning and export expansion in 2025–2026 and projected mining growth in 2026–2027 may increase demand for rail, logistics, construction, maintenance, technical trades, agro-processing and services. An IMF model estimated employment about 4% above a no-Simandou baseline, while also finding that inequality and household-consumption gains could remain limited without active policy. Risks include skills mismatch, weak local procurement, pressure on other sectors and the finite number of direct mine jobs. A business or worker seeking opportunities around the project should therefore assess supplier requirements and practical skills rather than assume that mining investment creates a large number of direct positions. Migration also forms part of Guinea's labor market. ENESIG recorded labor-force participation of 55.3% for migrants and 54.0% for natives, while migrant informal employment was 97.7% compared with 95.2% for natives. Guinea's National Labour Migration Strategy was technically validated in April 2025 and addresses bilateral mobility agreements, portability of social rights, returnee reintegration, fair recruitment and gender equality. AGUIPE-E supports national and international vacancies and diaspora skills matching within the ECOWAS free-movement context. No current Guinea-specific migrant-worker volume was verified in the available research.
