Housing in Iceland

Private rental housing is usually found through online advertisements, rental companies and social networks. In rural areas, a municipality office may also help identify available housing. Landlords commonly ask for identification, a kennitala, proof of income or references and a deposit. A written lease is required under Icelandic residential tenancy law, Húsaleigulög. From 1 January 2026, every residential lease and its deregistration must be recorded in the HMS Rent Register, Leiguskrá HMS. Electronic signing and registration are free; paper submission is possible and may take up to one week. The lease should identify the parties and their kennitala, the exact property, area and rooms, whether the agreement covers a room or an apartment, its fixed or indefinite term, rent, payment date, included utilities, deposit, condition inspection and fire-safety information. Ambiguous wording is interpreted for the tenant. Rent is normally paid in advance on the first day of the month. A fixed-term lease cannot have its rent changed during its first 12 months. After that period, either party may request a change; the Kærunefnd húsamála, the Housing Complaints Committee, can handle a dispute. More than seven days of late payment can trigger the highest lawful default interest. A deposit can take the form of a separate interest-bearing unrestricted account, bank guarantee, joint guarantee, rent or move-out insurance, or another valid security. Unless the landlord has a lawful claim, it must be returned within four weeks after the property is handed back. The landlord must provide a lawful and habitable home, handle major maintenance such as structural, plumbing and electrical work, give timely notice and respect the tenant's privacy. The tenant must pay on time, care for the home, handle minor maintenance, report defects or damage immediately and avoid unauthorised subletting or use. A documented condition report and fire-safety information help establish the starting condition. A justified defect can support repair, rent reduction or cancellation rights. Serious non-payment, misuse or breaches of access rules can lead to a cancellation procedure, and disputes can go to the Kærunefnd húsamála. An indefinite residential lease generally allows the tenant to give six months' notice. A single-room lease generally requires three months' notice. A commercial landlord that is a legal entity may have a 12-month notice period after a tenancy lasting more than 12 months. Non-profit housing can have a three-month period under its stated criteria. A landlord may terminate only on statutory grounds, such as the landlord's own use, use by a close relative, sale, major works or a tenant breach. A fixed-term lease normally ends on its agreed date and usually cannot be ended early unless the contract provides an option. Termination should be written and verifiable, and the lease should be deregistered with HMS. Housing benefits, húsnæðisbætur, are administered through HMS. Applicants are generally at least 18, have permanent registration or legal domicile at the rented address, and hold a valid lease of at least three months registered with HMS. The home generally needs at least one bedroom and a private kitchen, toilet and bathroom. Household members, income, assets and rent determine the amount. Exceptions can apply in situations such as study, illness, halfway-house accommodation or temporary work. Benefits are not available for a commercial or non-residential unit, a duplicate approved claim, or a household that owns or controls the dwelling. HMS lists approximate monthly maximums of ISK 40,633 for one person, ISK 53,741 for two, ISK 62,916 for three and ISK 68,159 for four or more; annual budgets and eligibility rules can change. Payment begins from the first calendar month after approval, and a municipality may provide additional targeted aid. Social housing is organised through municipalities and non-profit housing providers rather than one nationwide allocation queue. Eligibility, income and asset limits, assessment methods and waiting times vary locally. In Reykjavík, an applicant generally needs to be at least 18, have legal domicile in Reykjavík, own no home and meet local income and asset limits. The assessment can include points, an application through My Pages and an interview. Félagsbústaðir is Reykjavík's social rental provider. Reykjavík's special housing aid additionally requires an HMS benefit, legal domicile and a rental home in Reykjavík, together with local social-point, income and asset criteria. Reykjavík thresholds do not automatically apply elsewhere. Home ownership usually begins with listings from certified estate agents or attorneys and an inspection before making an offer. An offer may reserve financing or a delivery date. A multi-unit property also requires review of the joint-ownership agreement. The purchase contract, mortgage bonds and deed should be registered through þinglýsing, the property-registration process, with Sýslumaður, the District Commissioner. Registration costs ISK 3,800 per document, and stamp duty for an individual is generally 0.8% of the property's valuation; the first residential purchase normally receives half the rate. Documents normally need to be registered within two months. Owners pay property tax and municipal sewage and waste fees according to local rules. HMS offers loans for personally used apartments throughout Iceland. Its home loan can cover a property valued below ISK 73,000,000, up to ISK 44,000,000 and no more than 80% of the lower purchase price or market value. The general payment-burden limit is 35% of after-tax wages and 40% for first-time buyers. An HMS equity loan can support a first-time buyer or someone who has owned no home during the previous five years, subject to an income threshold, at least 5% own funds and financing of up to 25% of the price. Repayment normally starts after ten years or on sale and can be extended to a maximum of 25 years. Special-needs, renovation, new-build and rural loans have separate conditions. A legal domicile, lögheimili, can be registered only at an approved residential property. A move should be reported to Þjóðskrá Íslands, Registers Iceland, within seven days. Immigrants generally need a kennitala; non-EEA residents also need a residence permit, while EEA and EFTA residents staying longer than three months have registration requirements. A move also involves the postal service, utilities and meters, municipality, school, healthcare providers and internet service. Responsibility for taxes and municipal charges follows ownership and local rules.
