Professions in Iceland

The Icelandic terms starf and störf mean occupation, while iðngrein refers to a trade. Ístarf21 classifies Icelandic occupations using ISCO-08, and Ístarf95 is the legacy classification based on ISCO-88. These classifications describe occupational groups but do not establish a national ranking of professions. Employment contracts, wages, vacancies and unemployment belong primarily to employment and labour-market information; profession-specific duties and working conditions belong here. A profession's daily work depends on its tasks, responsibility, supervision, workplace and schedule. Fisheries and seafaring may involve shift work, marine hazards and seasonal patterns. Construction, machinery, driving and health work can require additional safety training or legal authorization. Every Icelandic employer must have a written workplace health and safety plan and a risk assessment under the rules administered by the Administration of Occupational Safety and Health, or AOSH. The plan must address risks connected with the actual work rather than relying on the job title alone. People can enter an occupation through upper-secondary academic education, vocational education, trade training, university study or organized workplace learning. Iceland provides a right to schooling until age 18, but there is no single compulsory profession pathway. Vocational programmes commonly combine school instruction with structured workplace training or on-the-job learning. An occupational training contract sets duties, learning objectives, quality expectations, duration and procedures for disputes. Occupational Councils and schools help shape curricula, examinations and requirements for suitable workplaces. Admission criteria vary by programme and school, and school counsellors can help compare study options and professional outcomes. Skilled trades use specific certificates and rights. A common progression is vocational education, supervised practical experience or workplace learning, a sveinspróf journeyman examination and a sveinsbréf journeyman certificate. A journeyman certificate is not the same as the right to run an independent business or take apprentices. A meistarabréf master craftsman certificate is required for those functions. Holding a certificate can establish professional rights in a certified trade, but it does not automatically provide every business or management right. Since 2025, the District Commissioner of South Iceland issues trade certificates nationwide. For foreign craft qualifications, an ENIC/NARIC assessment can support an application for a licence certificate from the District Commissioner of East Iceland. The current stated fee is ISK 2,700. Applications can require a diploma, an Icelandic or English translation, verified work experience, evidence of rights in the country of origin and a passport. University professions generally use diploma, Bachelor, Master and Doctoral qualifications. Icelandic universities have institutional autonomy within national quality and degree rules. A degree does not automatically grant access to a regulated profession. Depending on the profession, access may also require a professional licence, supervised practice, a specialist licence, an adaptation period or an aptitude test. A regulated profession, called lögverndað starf, is one in which the law links the title, activity or scope of practice to a specified qualification and licence. A starfsleyfi is the professional licence that authorizes work or use of a protected title where the law requires it. Health professions include physicians, dentists, nurses, midwives, pharmacists, psychologists, physiotherapists, occupational therapists, social workers, radiographers, practical nurses and paramedics, among others. The Directorate of Health handles licences, specialist licences and recognition for many health professions. Teaching has one licence under Act No. 95/2019 across preschool, compulsory-school and upper-secondary levels, administered by the Ministry of Education and Children. An Icelandic C1 language level may be required for some university teacher pathways. Transport, aviation and maritime licences are handled by the Icelandic Transport Authority. A profession-specific language requirement should not be assumed for every occupation. Foreign-qualified workers need to identify the competent Icelandic body before starting work. EEA and Swiss professional qualifications are submitted to the relevant authority for recognition; recognition gives access to the same profession and corresponding rights and duties as for Icelandic nationals, subject to the applicable rules. Non-EEA applicants may need both qualification recognition and, where required, a work permit from the Directorate of Labour. ENIC/NARIC higher-education evaluation is advisory, has no fee and can take several weeks. It does not itself create a professional licence. Authorities may require original or certified documents and Icelandic or English translations. Recognition procedures are profession-specific, so an academic evaluation cannot replace a health, teaching, transport, maritime or trade licence. Professional driving includes taxi, truck and bus work. The pathway can involve category tests, basic and category-specific training and practical study. Periodic training generally takes place every five years, excluding taxi driving, under the Icelandic Transport Authority's rules. Seafarer education is provided through upper-secondary schools or approved institutes, with maritime safety and survival training delivered through the relevant approved centre. Seafarer certificates generally require renewal every five years and may depend on medical fitness, seagoing service and refresher training. Machinery professions have their own access rules. Rights are required for work involving cranes, excavators, loaders, bulldozers, graders, tractors, forklifts, rollers, asphalt machinery and lifting machinery. The usual requirements include a minimum age of 17, a car driving licence, prescribed training and a practical examination. Foreign EEA machinery rights require recognition. Training, examination and certificate fees are separate, and the current tariff should be checked with AOSH or the responsible provider. Operating machinery without the required rights can lead to sanctions. Career development can include higher competence levels in the national curriculum, further specialization, workplace development, management, guidance, innovation, university study or accreditation. Regulated professions may add licence renewal, continuing education and specialist status. A professional title, a permitted scope of practice and the right to operate an independent business are separate matters. None of them automatically guarantees promotion, placement or permission to perform every related task. National rules generally apply throughout Iceland, with no evidenced separate profession regime for a particular administrative region.
