Elections in Italy

Italy is a representative democracy in which elections give public authority democratic legitimacy. Voting is personal, equal, free, and secret under the constitutional order. National parliamentary elections choose members of the Chamber of Deputies and the Senate of the Republic. The electoral rules combine territorial contests with party-based representation, so both candidates and party lists can matter. European Parliament elections choose Italy's representatives in the European Union legislature. These elections concern European representation, although Italian political parties and national issues often shape the campaign. Regional elections select regional political bodies, while municipal elections choose local representatives and the mayor, called sindaco. The ballot and the way a winner is determined can vary with the kind and size of the authority. A referendum is different from an election because voters decide a stated question rather than choose representatives. Italy has several constitutional forms of referendum, and each form has its own legal purpose and validity rules. Before an election, eligible voters are registered through the public system and use an assigned polling station. At the station, election officials verify the voter, issue the relevant ballot, protect secrecy, and supervise the orderly casting of votes. The ballot instructions determine whether a voter may select a list, a candidate, or permitted combinations and preferences. A mark that does not clearly follow the rules can make the vote invalid, so the official instructions for that election are important. After voting closes, ballots are counted and results are converted into seats or offices under the applicable electoral system. Courts and designated election bodies can handle disputes, while observers, representatives, records, and public reporting support trust in the process.
