Apprenticeship in Kiribati

Kiribati has a fragmented apprenticeship equivalent rather than one uniform apprenticeship system. TVET provides occupation-focused practical and theoretical learning through institutions such as the government-owned Kiribati Institute of Technology (KIT) and the Marine Training Centre (MTC), both operating under the Ministry of Employment and Human Resource (MEHR). KIT offers Certificate I to IV programmes and skill sets in areas including automotive work, construction, carpentry, electrotechnology, plumbing, hospitality, aged care, community services, business, accounting, information technology and English. MTC provides maritime and fisheries training, with programmes identified in national planning documents as IDF, FVP and BSHC. The Apprenticeship Advisory Board (AAB), working through MEHR, sponsors about ten trades and five non-trade areas each year. Sponsored trade students receive fee-free training, personal and workplace support, and advice about work placements. MEHR also provides transport support for specific programmes. The available evidence describes sponsorship as an education and support arrangement, not as an employment contract with an industry employer. It does not itself guarantee a structured work plan, a job or a current subsistence allowance; a subsistence allowance recorded in older material should not be treated as a confirmed current payment. KIT delivers training in Betio and other locations, including Ronton on Kiritimati and learning centres on Abaiang and Abemama. The Abaiang and Abemama centres currently offer Certificate I in English. KIT programmes commonly run over two semesters or four terms in a year, but Kiribati has no single published apprenticeship duration or current nationwide trade-testing calendar. Short customised or employer courses often last no more than eight weeks and may run in the evening or on Saturdays. Access depends on the course and intake. One bridging option for early school leavers targets people aged 15 to 30 who can read and write in Te Kiribati, did not complete junior secondary school, have been out of school for at least two years and are not attending another training programme. The Certificate I bridging programme lasts 12 months full-time, includes a practical community project and can provide lunch, transport, boots and materials. Completion can lead to a mainstream KIT course or work. Formal training uses competency-based assessment. Evidence can include direct observation in workshops or workplaces, practical tests and employer references. KIT conducts initial assessment, while an Australian registered training organisation (RTO) may act as the final assessor for an Australian qualification. Recognition of prior learning (RPL) and credit transfer can recognise existing skills or learning. The 2025 KIT handbook allows up to two competency reassessments per assessment event. A learner who completes only part of a qualification can receive a Record of Results. Completed KIT qualifications can receive regional recognition through the Educational Quality and Assessment Programme (EQAP), or an Australian qualification may be issued through an RTO where that arrangement applies. KIT Employment Support Services helps with job searches, CVs, interviews and preparation for programmes such as Australia’s Pacific Australia Labour Mobility (PALM) and Seasonal Worker arrangements. Overseas employers make the final selection, and completing training does not automatically create a job. Maritime entry requirements, intakes and programme lengths at MTC need confirmation for the specific course. Employment including apprenticeship is permitted from age 15 under Kiribati’s Employment and Industrial Relations Code, subject to conditions set by the competent authority for training and education work. The Labour Division handles enforcement and TVET-related oversight. School-to-TVET collaboration has been announced as a transition option, while university study and general continuing education remain separate areas unless a course performs a direct vocational training function.
