Pets in Kiribati

Kiribati has no verified national pet register, nationwide shelter and adoption network, or published national system covering breeders, pet shops, microchipping, vaccination and neutering. The Ministry of Environment, Lands and Agriculture Development (MELAD), its Agriculture and Livestock Division (ALD), the Biosecurity and Plant Health Unit (BPH), the Quarantine Office Betio and Local Government Councils perform different functions. Local councils can regulate animal keeping and movement, control dogs, impound stray animals, operate pounds, address cruelty and manage animal-disease risks, but current bylaws, licence fees, registration procedures, vaccination rules and leash limits are not verified nationally. Pet care may be difficult to arrange. Kiribati has no verified dense public or private veterinary network, and a recent regional One Health update reported that Agriculture had no qualified veterinary officer and that procurement of animal medicines had been problematic since 2018. Diagnostic tests, medicines, surgery, emergency treatment, parasite control and routine vaccination may therefore be limited or unavailable on a particular island. Confirm the nearest available provider, medicine supply, emergency arrangements and transport needs before taking responsibility for an animal. Do not assume that dog or cat numbers, clinic prices or vaccine availability are covered by national data; the 2020 Agriculture Census did not record dogs and cats separately. Importing or travelling with a pet is a biosecurity matter. A biosecurity import permit is an official authorization that may be required before the animal leaves its country of origin, depending on the Director's current specification. The application can require the origin, species, quantity, expected arrival date and other risk information. A permit may be general or specific, limited to one animal or consignment, dependent on origin and time-limited. Every imported regulated article can require a declaration, entry inspection, holding arrangements and biosecurity import clearance. A sanitary or phytosanitary certificate, treatment, testing or quarantine may also be required. The Biosecurity Officer may inspect, take samples, test or require treatment, and the authorities can refuse clearance, order re-consignment or order destruction when biosecurity conditions are not met. Quarantine ends only after the applicable treatment and fees have been completed and a biosecurity quarantine release certificate has been issued. The importer pays prescribed or case-specific holding, quarantine, treatment, transport and other fees. Kiribati's current species conditions, tariff list and standard quarantine periods are not publicly verified, so request the Director or BPH to confirm the written requirements before booking travel. If an owner can no longer keep an animal, no verified national surrender, rescue, foster or rehoming system has been established. A Local Government Council may have pound or impound functions, but reclaim deadlines, surrender procedures, fees, euthanasia rules and adoption standards are not verified nationally. Arrange any surrender or safe transfer directly with the relevant council or MELAD and do not release an unwanted animal into the environment. The practical duties of keeping an animal include preventing escape, reducing disease risks, following applicable council rules, meeting import conditions and arranging humane care when ownership ends.
