The Kosovo labor market is monitored mainly through the Kosovo Labour Force Survey, with ReKos providing complementary information on municipal and group-level patterns. The 2024 Labour Force Survey recorded 464,567 economically active people and 610,137 economically inactive people. Inactivity was 56.8%, employment was 38.6% and unemployment was 10.8%. A fourth-quarter 2024 release reported a 43.6% participation rate, 38.8% employment and 10.9% unemployment. The differing figures reflect different reference periods and statistical presentations rather than a single contradiction. Access to work differs sharply by gender and age. The employment rate was 55.9% for men and 21.2% for women. Unemployment among people aged 15 to 24 was 19.5%, and 30.9% of young people were not in employment, education or training. Women were concentrated especially in trade, education and health, which together represented 53.3% of their employment in the available sector breakdown. Men were concentrated especially in trade, construction, manufacturing, public administration and defence, accommodation and food services, together representing 63.8% of their employment. Trade accounted for 19.5% of employment, followed by construction at 12.6%, manufacturing at 10.6%, education at 8.8% and public administration and defence at 8.1%. The 2024 ReKos structure was similar but not identical: trade represented 19.7%, manufacturing 12.7%, construction 9.6%, education 8.5% and public administration and defence 8.2%. These figures describe employment structure, not guaranteed vacancies or individual hiring prospects. Public employment services operate through the Agjencia e Punësimit e Republikës së Kosovës, its employment offices, the APRK portal and eight Qendra të Aftësimit Profesional. Private job portals and personal networks also matter, especially where informal recruitment remains common. In 2024, regular placement reached 2,026 people and the active employment measures programme reached 2,965 people, for a combined total of 4,991 placements; one narrative source reports 4,992. The training centres recorded 2,104 referrals and certified 1,545 participants, or 73.4%. Training through the Qendra të Aftësimit Profesional is free. Vacancy data from the employment service showed the strongest demand for people with secondary vocational education: 3,695 vacancies, or 40.8% of the recorded total. Vacancies for people with grades I to IX represented 20.9%, bachelor-level qualifications 19.1%, gymnasium education 11.8%, no qualification 6.4% and master's qualifications 1.0%; no doctoral-level vacancies were recorded. Service and sales occupations represented 30.7% of listed vacancies, professional occupations 14.1% and management occupations 1.5%. Registered jobseekers were predominantly people with no qualification, primary education or secondary education, who together represented 88.7% of the registered group. Pay varies by sector and employer type. In 2025, average gross pay was €713 and average net pay was €636. The private-sector averages were €666 gross and €596 net; public administration averaged €840 gross and €744 net; and public enterprises averaged €915 gross and €812 net. Information and communication had the highest sector average at €1,216 gross and €1,068 net, while other services had the lowest at €425 gross and €387 net. These are averages, not medians, so they do not show what a typical worker earns. The full-time gross minimum wage was €350 from 1 October 2024, €425 from 1 January 2026 and €500 from 1 July 2026. Formal contracts, wage rules and working-time rights are supported by Law No. 03/L-212, while undeclared work increases enforcement and social-protection risks. Migration affects both the supply of workers and employers' ability to retain staff. In 2024, Kosovo recorded 9,038 immigrants and 37,451 emigrants, producing net migration of -28,413 and a resident-population decrease of 17,525. Many Kosovo citizens seek work in the European Union through channels influenced by personal networks, while Kosovo is also increasingly receiving labor migrants. The resulting pressure on labor supply and retention is an inference from the migration figures and labor-market conditions, not a separate official rate. Public policy includes the Employment and Labour Market Strategy 2024–2028, the Youth Guarantee pilot launched in two municipalities in January 2024, and APRK modernization. The labor-market information system has nevertheless been described as outdated and limited in capacity. Superpuna supported people aged 18 to 29 through a €350 monthly wage subsidy for six months and recorded 6,737 first-time placements in 2024. The K-GenU programme recorded 992 internships. Employment opportunities therefore depend not only on education but also on region, occupation, formal registration, access to training, employer type and the practical channel used to find work.
Labor market in Kosovo
Kosovo's labor market combines formal employment, non-formal work and informal activity across strongly differing sectors and regions. In 2024, 414,493 people were employed and 50,074 were unemployed among 1,074,704 people of working age; the employment rate was 38.6% and the unemployment rate was 10.8%. Trade, construction, manufacturing, education and public administration were the largest employment areas, while women's and young people's access to work remained substantially lower.
