Languages in Kosovo

Kosovo's language system combines formal education, community-language provision, university courses, private learning and international examinations. The Ministry of Education, Science, Technology and Innovation and the Kosovo Curriculum, Standards and Assessment Agency set the school curriculum and assessment framework. Current evidence identifies Albanian, Serbian, Turkish and Bosnian as languages of instruction in different school settings. Every student learns at least one state official language. English is the first foreign language in the curriculum. In lower secondary education, students can choose a second foreign language, such as German, French or a language used in neighboring countries. Serbian, Turkish and Bosnian may also be offered as optional subjects from grade 3 when documented local needs support them. Preparatory education for children aged 5 to 6 may include English, depending on the institution and the parents' decision. Learning Centers operating since 2018 provide additional or catch-up support, but teaching materials for Bosnian and Turkish and materials for Albanian as a second language remain incomplete or uneven in quality. Albanian and Serbian have equal status as state official languages. Turkish, Bosnian and Romani can have municipal official status or official use under Law No. 02/L-37; a community share of at least 5% can support municipal official-language status. The Language Commission monitors language use and issues recommendations. People may use relevant official languages in public institutions and services, as well as in private and public communication. In court or detention, a person must receive information and be able to defend themselves in a language they understand, with state-provided interpretation where needed. Kosovo has no evidenced general obligation for adults to learn a language. The University of Prishtina Language Center at the Faculty of Philology is a direct local course option for students and other interested learners. It offers Albanian, Serbian, Turkish, English, German, French, Italian, Spanish, Arabic, Persian, Croatian and additional languages according to demand and capacity. Courses follow the Common European Framework of Reference for Languages, usually described as the CEFR A1 to C2 proficiency scale, and are offered by semester with a completion certificate. Registration examples are about EUR 5 per semester. In a 2025 Italian course, teaching was free through embassy support, registration cost EUR 5 and classes lasted 120 minutes per week. These figures are examples, not a fixed nationwide price list. Other private and non-formal courses are locally fragmented, and no complete nationwide directory has been established. Language examinations depend on the purpose for which a certificate is needed. No state-wide general adult Albanian or Serbian examination standard equivalent to a CEFR certificate is evidenced in the reviewed sources. A University of Prishtina certificate proves participation or completion in that course, but it is not automatically a state qualification. The Goethe-Zentrum Prishtina and Goethe-Institut offer internationally recognized Goethe-Zertifikat examinations from A1 to C2; displayed fees have been approximately EUR 80 to EUR 185, with individual modules around EUR 45 to EUR 60, subject to date and discounts. The British Council and RIT Kosovo offer IELTS Academic and General for international study, work and migration; registration is online and normally requires a valid passport or identity document. Prices depend on the examination date, and UKVI or Life Skills requirements should be checked with the provider before booking. Institut français du Kosovo offers DELF and DALF. An external certificate matters automatically only when the target university, employer or authority accepts it for the specific purpose. Language ability has practical value in public administration, healthcare, courts, municipal services and communication between municipalities. Kosovo has no general nationwide professional language requirement established by the reviewed sources. The Employment Agency of the Republic of Kosovo and its Vocational Training Centers, together with accredited public and private providers, offer employment and vocational-training services, but the reviewed APRK material does not establish a specific nationwide language-course line. A specialized University of Prishtina Balkanistics program lasts four years and 240 ECTS and requires at least C1 in a non-native Balkan language and B2 in another foreign language, with links to translation, interpreting and intercultural work. Digital learning is available through shkollat.org, including the Learning Passport supported by UNICEF, Microsoft and Cambridge, Microsoft 365 and more than 30 integrated applications. The state e-Mësimi portal also provides online learning. Availability of language content depends on the language and course, and effective participation requires a suitable device, a reliable connection and access to teaching support. Romani remains especially relevant for heritage and identity maintenance, while a dense formal course offer is not evidenced. Course availability, fees, examination dates and acceptance should be checked locally because they vary by provider, capacity and purpose.
