Disasters in Kyrgyzstan

Kyrgyzstan is a mountainous country with disaster risks across all regions. Earthquakes affect the whole country; floods and mudflows are especially relevant in valleys and southern areas, while landslides threaten slopes and settlements. Mountain passes and roads face avalanches, heavy snow and ice. Severe rain, snowstorms, freezing conditions, drought, heat and strong winds can disrupt transport, water, energy and communications. Dams, mining and uranium tailings, industrial facilities and transport also create technological risks. A 2026 World Bank assessment identifies Talas as having the highest relative flood exposure, Osh as having the highest relative earthquake exposure, and Chuy as having the largest absolute exposure to both hazards. Kyrgyzstan's Гражданская защита, or Civil Protection, covers risk reduction, preparedness, warning, rescue, evacuation and recovery. The Ministry of Emergency Situations of the Kyrgyz Republic, commonly called МЧС КР or MES KR, works with Kyrgyzhydromet, the Crisis Management Center, the 112 Unified Dispatch service, regional state administrations and local self-government bodies. The National Platform for Disaster Risk Reduction and the National Emergency Response Plan support planning and coordination. The system covers citizens, foreign citizens and stateless people on Kyrgyz territory, regardless of how long they have stayed there. People should follow official warnings, evacuation orders and instructions from MES KR. Kyrgyzhydromet provides forecasts, storm warnings, meteorological alerts and hazard levels. Warnings use 112, the Crisis Management Center and national information channels, including the MES KR website, an app, news and social-media channels. Annual hazard-monitoring information is distributed to regional representatives, district administrations, Bishkek, Osh and local айыл аймак administrations. The exact reach of warnings in a particular settlement is not uniform, so households should monitor several official channels. In an emergency, call 112 and, where possible, also use the MES KR emergency number 101. Give the location, hazard, injuries and access conditions. Avoid floodwater, avalanche areas and other danger zones. During flooding, switch off electricity and gas if it is safe, close doors and windows, move to a higher floor or attic, and signal rescuers. Evacuation and relocation of people and material or cultural property follow Government Regulation No. 219 and local or national plans. A declared state of emergency can require people to leave dangerous areas and provide temporary or permanent accommodation, but no uniform national shelter directory, evacuation-path standard or response-time guarantee has been verified. MES KR and local administrations organize initial essential services and can use state material reserves and humanitarian aid. When the government requests it, the DRCU coordinates with the United Nations, the Red Cross and Red Crescent movement and other organizations. Eligibility, amounts and payment dates for assistance depend on the event and case; no universal disaster cash benefit or compensation schedule has been verified. Recovery can include damage assessment and emergency restoration of roads, bridges, water, energy, schools and local supplies. Disaster insurance, landslide monitoring, early-warning systems, resilient schools and infrastructure are being developed through projects, but these projects do not create an automatic individual benefit. Preparedness includes hazard maps, forecasts, public exercises, emergency bags, communication plans and evacuation plans. Organized tour groups should register online at least 10 working days before departure with their planned itinerary, participant details, contacts, exits, communication arrangements, first-aid resources and insurance information. The responsible office is reported to process the registration within one working day, and groups should also report their local start and end. Households and organizations should account for aging infrastructure, weak land-use planning and degraded land when choosing buildings, travel paths and meeting points. Official pages do not identify a fee for emergency calls or tour registration; private insurance, transport and equipment costs vary by case.
