Elections in Kyrgyzstan

The Central Commission for Elections and Referenda of the Kyrgyz Republic, commonly called the CEC, administers national elections. Thirty district election commissions, known as DECs, and approximately 2,500 precinct election commissions, known as PECs, organize voting and counting. The State Registration Service, operating through Kyzmat, maintains the voter register called TIZME. The current electoral framework is based on the 2021 Constitution, constitutional laws on elections, the CEC and election commissions, and amendments consolidated by the CEC on 28 July 2026. Local kenesh elections follow a separate law and procedure. The Jogorku Kenesh has 90 seats and a five-year term. Parliamentary elections divide Kyrgyzstan into 30 three-member districts. Each voter selects one candidate or marks “against all”; the three highest-ranked candidates in each district receive mandates. One seat in each district is reserved for the underrepresented gender. The system has no nationwide party-list vote or electoral threshold, so parliamentary representation is strongly based on individual candidates and local districts rather than national party lists. District boundaries were set by CEC Resolution No. 88 of 1 October 2025. Districts average about 142,900 registered voters, with a statutory variation of plus or minus 20%, although eight districts exceeded the international 10% guideline and one exceeded 15%. A Kyrgyz citizen may vote from age 18 on election day. A person serving a prison sentence, regardless of the offence, and a person whom a court has declared legally incompetent cannot vote. Biometric registration is required after age 16 for inclusion in the voter system. The lists are updated daily, and voters can request a correction through a PEC or the CEC. The final voter list for the 2025 parliamentary election contained 4,294,243 people, including 51.5% women. Voting is free of charge. Regular polling stations are generally open from 08:00 to 20:00. Citizens abroad can vote at CEC polling stations; in 2025, Kyrgyzstan operated 100 such stations in 34 countries. Kyrgyzstan introduced nationwide remote voting for the first time in 2025. A voter could cast a ballot at any polling station outside the original district, while receiving a ballot listing candidates from the voter’s original district. Central identification was intended to prevent multiple voting, and remote votes represented about 12% of all votes. The research record notes unresolved questions about the counting and verification of remote ballots, so the procedure should not be treated as identical to ordinary district voting. Voting uses biometric identification, a ballot scanner and a unique QR code on the ballot. The voter marks the paper ballot by hand, and the scanner transmits preliminary results. Electronic results remain preliminary; the legally valid result comes from the manual count and the subsequent district and CEC tabulation. Observers reported connectivity and power problems in some places. The absence of publicly available source code or a complete public audit trail, together with voter-participation lists and QR-linkage concerns, creates a documented risk to ballot secrecy. The law provides for secret, direct, equal and universal voting. PEC members may not disclose a voter’s choice. Candidate representatives and citizen or international observers may attend if they do not interfere with voting. Accessibility rules exist for voters with disabilities, but implementation is uneven: during the 2025 election, 42% of observed stations lacked independent physical access, 21% lacked an adequate layout and 21% lacked visual-assistance tools. Observers also found compromised ballot secrecy because of polling-booth arrangements at 36% of observed stations. Candidates for the Jogorku Kenesh must be Kyrgyz citizens aged at least 25, have higher education and have permanently resided in Kyrgyzstan for at least five years. They may not hold foreign citizenship for public or civil service purposes. The law also contains restrictions connected with criminal records, including some expunged convictions or terminated proceedings, preventive registers and a limited restriction affecting clergy. A statutory Kyrgyz-language requirement was not applied in 2025 because the necessary secondary regulation was missing. Candidates may be nominated by a registered political party or through self-nomination. A candidate may run in one district; a party may field no more than one candidate per district, and party lists may contain no more than 70% of one gender. Registration required a non-refundable KGS 300,000 electoral fee, with a reduction for candidates with disabilities. In 2025, 465 candidates were registered, including 189 women; 98% were self-nominated. The 2025 parliamentary campaign ran from 10 to 29 November. The law prohibits abuse of administrative resources, vote-buying, false information, defamatory or discrediting content and negative commentary during free state-media airtime. Social networks are not regulated by a separate campaign code, but general campaign rules apply. Campaign funds must pass through a dedicated account at one of two state-owned banks. A candidate’s fund may not exceed KGS 20 million, personal contributions are limited to approximately KGS 10 million, and an individual or legal entity may donate no more than approximately KGS 500,000. Foreign, anonymous, public-service, military, judicial and clergy donations are prohibited. Campaign services must be paid by bank transfer, and financial reporting must be finalized within five days. Oversight and verification were assessed as weak, while credible vote-buying allegations were widespread. Voter information is provided mainly in Kyrgyz and Russian. Minority-language and accessibility gaps can make informed choice harder. State-funded NTRK and ElTR provide free airtime and debates, but media coverage is strongly procedural and independent editorial coverage is limited. Social media is a major source of political information. For the 2025 parliamentary election, the CEC reported preliminary turnout of 34.31%. Electronic station-level results were published immediately, followed by manual counts and DEC tabulation. Observers negatively assessed the manual count in 44 of 118 observed stations, reported that the manual count was omitted in 30, and assessed almost half of observed tabulations negatively. The CEC approved all but one DEC result on 10 December 2025. It initially annulled District 13 results after cameras and voter recording were found at 35 of 94 PECs, then reversed that decision on 13 February 2026 after Interior Ministry findings. The CEC invalidated votes for Bakyt Sydykov, recognized Aibek Altynbekov, Talant Mamytov and Aigul Karabekova, and registered the final mandates on 18 February 2026, completing all 90 seats. Election complaints normally move through the election administration. A complaint may proceed from the CEC to the Administrative Court of Bishkek and then to the Supreme Court by cassation. Election-day complaints require prompt action. The CEC accepts online complaints, while court proceedings require hard-copy submissions. Amendments adopted in 2025 narrowed who may challenge results: voters effectively lost access to result challenges and parties lost standing. Short deadlines, delayed decisions, decisions without full reasoning and closed hearings reduce the practical effectiveness of remedies. In 2025, the CEC imposed 83 fines in 74 cases and issued six warnings; authorities also opened 15 criminal procedures concerning alleged vote-buying. Presidential elections are direct. The president serves a five-year term and may serve no more than two terms. A presidential candidate must be at least 35, know the state language, have lived in Kyrgyzstan for at least 15 years, hold no foreign citizenship and collect at least 30,000 voter signatures. A candidate must receive more than half of the votes; otherwise, a second round follows. Under the electoral-law version dated 28 July 2026, a regular presidential election is scheduled for the fourth Wednesday of January in the year the term expires, which corresponds to 27 January 2027 for the current cycle. The Jogorku Kenesh appoints the election at least four weeks beforehand, and the final CEC calendar and appointment were still pending on 9 September 2026. Parliamentary elections choose the legislature and its oversight role, not the Cabinet directly. The president is head of state and executive authority, determines the Cabinet structure and appoints the chair, deputy chairs and members with Jogorku Kenesh consent. Election observers may be candidate representatives, citizen organizations or international missions. For the 2025 election, the CEC accredited 788 international observers, while only two citizen organizations received accreditation with one observer each. Civil-society participation was reduced by funding constraints and the foreign-representative registration requirement.
