Study in Laos

Formal higher education in Laos includes public and private institutions. The Ministry of Education and Sports (MoES) sets national policy. Its Department of Higher Education manages academic governance, statistics, curricula and higher-education policy, while the Department of Education Quality Assurance handles quality assurance, external assessment, qualification registration and coordination with the Lao Qualifications Framework (LQF) and the ASEAN Qualifications Reference Framework (AQRF). Institutions organise programmes, admissions, registration and assessment. The University of Health Sciences (UHS), under the Ministry of Health, is a separate public provider for health sciences. Documented MoES public universities include the National University of Laos (NUOL), Souphanouvong University, Champasak University and Savannakhet University. Private higher-education institutions and colleges also operate in Laos, but the current national institution count is not stable enough to state as a fixed total. The LQF has eight levels: Associate Degree at level 5; Bachelor's degree and Post Graduate Diploma at level 6; Master's degree and Specialist 1 at level 7; and Doctorate and Specialist 2 at level 8. The framework describes learning outcomes, study volume and qualification levels. The AQRF supports regional comparison, but a framework level does not automatically provide recognition of a foreign qualification. Applicants typically need upper-secondary completion and must follow the institution's annual admission call. A programme may set its own prerequisites, quota and entrance selection, so Laos has no blanket automatic admission rule for every programme. NUOL has documented separate STEM and NON-STEM examination models. For the 2026–27 intake, Souphanouvong University published applications from 13 July to 19 August 2026, an entrance examination on 21 August, results on 2 September and registration or study start on 4 September. That call requested personal, contact and origin information, proof of upper-secondary completion and the study stream, and allowed up to three programme choices. A 40,000 LAK examination fee was documented for NUOL in 2023; it is not a current national tariff or a measure of tuition. Typical study periods are about one year for a foundation programme, four years for a Bachelor's degree, two years for a Master's degree and three years for a Doctorate. Programme exceptions exist. Souphanouvong University documents Bachelor's programmes lasting four or five years, while NUOL's Governance Bachelor's programme lasts four years or eight semesters and may allow an extension of up to two years. Tuition and other fees depend on the institution, field, public or private status, study mode and academic year. Laos has no single current national fee table in the available evidence, so the institution's current quotation is required. Housing, transport, food, learning materials and other living costs are separate, and currency and inflation can affect the total budget. Students apply, register, attend classes, complete assessments, pay applicable fees and follow institutional rules. The public legal principle provides equal access to quality education and lifelong learning without discrimination based on nationality, race, religion, ethnicity, gender, age, physical condition or socioeconomic status. Scholarships may be offered through annual MoES, provincial or Vientiane quotas, with criteria and support changing by notice. Completing a qualification can lead to the next level, such as Bachelor's study followed by Master's and Doctoral study, subject to the next institution's admission rules. A qualification does not provide general automatic job placement; employment depends on the field, skills, employer demand and any professional rules. Higher education remains a limited-access sector, with gross tertiary enrolment recorded at 15% in 2023. The 2026–2040 science, technology and innovation policy launch at NUOL also underlines the role of higher education in research and innovation.
