Pets in Laos

Dogs and cats aged three months or more must be registered under Decision 1974/MAF. The District Agriculture and Forestry Office, usually called DAFO, issues the registration or identification certificate. An origin certificate from the village authority or Village Livestock and Veterinary Unit may also be required. Owners are responsible for participating in the process, keeping the certificate and paying applicable fees or taxes. Practical enforcement and access can differ between districts, and no public national pet register has been documented. The Ministry of Agriculture and Environment, or MAE, is the current national ministry for this area; older rules may refer to the former Ministry of Agriculture and Forestry, or MAF. The Department of Livestock and Fisheries, or DLF, provides the national livestock and veterinary framework. Provincial and Vientiane Capital Livestock and Fisheries Offices, district offices, district livestock units, village veterinary units, village chiefs and Veterinary Checkpoints handle different local or border functions. Owners must report an ownership transfer through the Village Livestock and Veterinary Unit and obtain village-chief certification. A move between villages or districts must be reported to the destination area, with information forwarded to the relevant Livestock and Fisheries Center within 15 days. These formal steps exist even though local implementation may be fragmented. Rabies vaccination is covered by national technical norms. The owner pays the vaccination fee, while the local Agriculture and Forestry authority sets the applicable charge. A vaccination certificate known as Form C004 should carry the DAFO stamp. Official Livestock and Fisheries Centers are an available source of animal-health advice. Private clinics, diagnostics and emergency care are more limited outside Vientiane, and no reliable nationwide price list has been established. The DLF also controls the registration and oversight of veterinary medicines. A sick or suspected animal should be isolated, treated according to veterinary instructions and reported immediately to the nearest Veterinary Officer. Unclear severe illness or death should be reported to the Village Livestock and Veterinary Unit or village chief within 48 hours. Epidemic areas can receive movement, transport, quarantine or isolation restrictions, and authorities may order destruction of animals when disease control requires it. The owner bears care, treatment and quarantine costs. Rabies is a significant animal and public-health concern, especially for dogs; human treatment after a bite belongs to the Ministry of Health. International travel or import requires separate preparation. The DLF import licence should be obtained before shipment, and a Veterinary Checkpoint or border authority inspects the animal and documents. The published dog-and-cat trade-portal form states requirements including an animal at least 12 weeks old, microchip or other identification, core vaccinations at least 14 days before export, rabies vaccination at least one month before export, and, where required, a rabies titre of at least 0.5 IU/ml. The blood sample must be taken at least 30 days after vaccination and within six months before export. External and internal parasite treatments are generally recorded two to seven days before export, the clinical examination occurs within seven days, and the veterinary certificate is valid for seven days. These details should be checked against the current 2024 Decree 644/GOL and the MAE or DLF before travel because the published form dates from 2016. The published import rules list bans or restrictions for Pit Bull and certain Molosser or fighting-dog types and their crosses. Bengal and Savannah hybrids are restricted at generation four or earlier. If rabies compliance is missing, the animal may be vaccinated on arrival and confined at home for at least 21 days. Commercial import, export or transit has separate permit, document and inspection requirements; business applications generally need at least 15 days and border notice at least one day, but the full timing for private pets is not publicly specified. Adoption, fostering and rescue are functional alternatives to buying an animal, but access is mainly private, nongovernmental or informal. Vimaan Suan in Vientiane uses case-based matching and requests a contribution rather than a fixed adoption fee. The Animal Recovery Centre is not a public shelter and accepts only rescues cleared by a veterinarian. Laos has no documented nationwide public-shelter network or compulsory surrender procedure. Owners who can no longer keep an animal therefore generally need to arrange a handover through a rescue group, private veterinarian or local network. Handling of an animal's death during an epidemic follows veterinary or government instructions; carcasses should not be disposed of in public spaces. Wildlife ownership and CITES matters belong to separate nature and wildlife rules rather than ordinary companion-animal arrangements.
