Public education covered by compulsory schooling is fee-free under Article 75 of the Education Law. Families may still face costs for transport, uniforms, meals, learning materials and community contributions.

The local school and the relevant district or municipal education office confirm the applicable documents and deadlines. Nationally uniform enrollment requirements and deadlines have not been verified.

Why do many children in Laos not continue through upper secondary school?

Distance, transport, poverty, Lao-language barriers, teacher and infrastructure shortages, disability and unequal access contribute to interrupted schooling. LSIS III 2023 recorded an upper-secondary-school-age out-of-school rate of 58.0% and an upper secondary completion rate of 37.4%.

What school support exists for children with disabilities or limited Lao-language skills in Laos?

Education rules support inclusion of learners with disabilities in regular schools, and the Inclusive Education Centre provides related support and training, although provision is fragmented. Children with limited Lao may need intensive Lao instruction or boarding arrangements, depending on the local school and area.

Pre-primary education, locally called ຊັ້ນອະນຸບານ, usually serves children aged three to five for three years. Remote areas may offer a one-year pre-primary class for five-year-olds. Almost half of Grade 1 beginners have no pre-primary experience, and access to early education differs sharply between urban, rural, remote and ethnic communities. The school year usually runs from September to June. Primary school covers Grades 1 to 5. Lower secondary school, ມັດທະຍົມຕອນຕົ້ນ, covers Grades 6 to 9, and upper secondary school, ມັດທະຍົມຕອນປາຍ, covers Grades 10 to 12. Combined primary and secondary schools are common. Under the amended 2025 Education Law, basic education consists of primary and lower secondary school, and compulsory education ends with completion of lower secondary school. Children normally enter lower secondary school at about age eleven and upper secondary school at about age fifteen. The Ministry of Education and Sports, its Department of General Education, provincial or capital education services, district or municipal education offices and schools share responsibility for the system. Local schools and district education offices confirm enrollment procedures because nationally uniform documents and deadlines have not been verified. Lao is the main formal teaching language. Children who do not speak Lao may need intensive Lao instruction or boarding arrangements to participate fully in school. Access varies with distance, transport, household poverty, Lao-language ability, ethnicity, disability, teacher availability and school infrastructure. LSIS III 2023 reported adjusted net attendance of 86.0% for primary-school-age children, 61.8% for lower-secondary-school-age children and 37.1% for upper-secondary-school-age children. The corresponding out-of-school rates were 13.8%, 29.1% and 58.0%. Completion rates were 87.6% for primary school, 56.2% for lower secondary school and 37.4% for upper secondary school; the effective transition from primary to lower secondary school was 89.6%. Public education covered by compulsory schooling is fee-free under Article 75 of the Education Law. Families may still pay for transport, uniforms, meals, learning materials and community contributions. Private schools set their own tuition and service charges and should inform parents or guardians before the semester begins. The state provides textbooks and learning materials, but availability varies by area. School Block Grants, the National School Lunch Programme and other public or community support target rural, remote, ethnic, poverty-affected and malnutrition-affected areas. WFP support in 2024 reached 98,600 primary and pre-primary learners in 1,057 schools; this figure does not represent nationwide coverage. Learners have rights to equal treatment, certificates or diplomas after completion, information, access to libraries and museums, feedback about teaching and learning, and participation in school development. Rules also provide support for disadvantaged learners, including learners who are poor, disabled, gifted or talented, female or from ethnic groups. Learners and families must respect the law, school rules and teachers and fulfil the duty to complete compulsory education. Inclusive education is the stated approach for learners with disabilities, with support through the Inclusive Education Centre and related training. Practical provision remains fragmented. Buildings and toilets may be inaccessible, and distance, poverty, stigma and limited specialist resources can prevent participation. There is no verified uniform nationwide network of separate special schools or special classes. Lao Education and Sports Teaching and Learning Platform materials for primary and secondary subjects can support offline or blended learning when regular attendance is disrupted. After lower secondary completion, learners may continue to upper secondary school or move toward vocational or tertiary pathways, which belong to separate education areas.
