Elections in Latvia

Elections in Latvia are based on democratic competition, equal voting rights, and a secret ballot. The main public elections choose the Saeima, municipal councils, and Latvia’s members of the European Parliament. Saeima elections determine the composition of the national parliament. Voters choose among candidate lists, and seats are distributed broadly according to the support received under proportional rules. Voters can usually express preferences within the selected list. This can influence which candidates from that list receive its seats, while the vote still supports the list as a whole. Municipal elections choose councils that decide local matters. These councils shape municipal priorities and supervise local services within the powers given to municipalities. European Parliament elections choose representatives who take part in EU lawmaking and oversight. They are separate from Saeima and municipal elections even though political parties may compete in all three. The President of Latvia is not chosen in a direct nationwide presidential election. The Saeima elects the president, reflecting Latvia’s parliamentary system. Election administration is organized through bodies including the Centrālā vēlēšanu komisija, commonly called the Central Election Commission, and local election authorities. They arrange voting, counting, and publication of official results within the legal framework. Eligibility to vote depends on the type of election and the voter’s legal status. Citizenship, age, residence, and registration can matter differently, so a person should verify eligibility for the particular election. Elections create peaceful opportunities to change representatives and influence priorities. A vote cannot guarantee one policy outcome, because elected bodies make decisions collectively and governments often depend on cooperation among several political groups.
