State in Lebanon

Lebanon is a sovereign parliamentary republic. Its constitution establishes representative government, public institutions, individual rights, and a separation of responsibilities among the legislature, executive, and judiciary. The Lebanese system is commonly described as confessional, meaning that political power is shared among recognized religious communities. Major offices and parliamentary seats are distributed according to established community arrangements intended to prevent one group from controlling the state. The President of the Republic is the head of state and is elected by parliament. The prime minister leads the government, while the Council of Ministers makes major executive decisions collectively. Lebanon's parliament is called the Council of Deputies. It passes laws, approves public finances, oversees the government, and elects the president under the constitutional process. Courts handle civil, criminal, administrative, and other legal disputes. Personal-status matters such as marriage, divorce, and inheritance can depend on a person's recognized religious community, so Lebanon does not operate one single system for every family matter. The country is divided into governorates, known as muhafazat, and smaller administrative areas. Municipalities manage local concerns such as roads, public spaces, waste services, and community projects, although their resources and capacity differ greatly. Political parties, community leaders, professional groups, civil society organizations, and family networks all influence public affairs. Formal rules therefore work alongside negotiation, coalition-building, and local relationships. The state can provide legal identity, education, security, infrastructure, social services, and ways to participate in public decisions. Its main limits include divided authority, slow political agreements, uneven public capacity, and dependence on cooperation among many institutions and communities.
