The Ministry of Labour (MOL) administers national employment services, labour standards and work permits. Its National Bureau of Employment (NBE) registers job seekers for formal and informal opportunities, records their details, canvasses vacancies, provides referrals and offers advice or training. The NBE uses a Job Seeker Registration Form; its official information does not state a registration fee or guarantee a job. People also find work directly through employers, hiring firms, subcontractors, concession areas and projects. Own-account work and contributing family work are widespread informal pathways. A Liberian can work without a work permit. A non-Liberian generally needs a valid MOL work permit before starting employment. Typical documents include a passport and resident permit, job description or terms of reference, two photographs, a CV, proof of permit payment, the employer's registration or licence, a list of Liberian and foreign workers, an organisational chart and evidence of a job advertisement. The MOL assesses whether qualified Liberians are available. A permit is issued after approval and payment through the Ministry of Finance or the Central Bank annex, is normally valid for one year and requires annual review; renewal is not automatic. Published permit charges conflict: Regulation No. 17 lists US$1,000 for formal foreign employment, while a 2026 MOL announcement reported an increase from US$1,000 to US$3,000. Confirm the current billing with the MOL before paying. A formal-sector request may also require a 30-day newspaper advertisement. Liberian law recognises oral, written and implied employment contracts, but the employer should provide written particulars covering the employer and workplace, the worker and place of assignment, position and duties, duration, notice period, working hours, pay, leave, grievance procedure and benefits. The employer keeps a copy during employment and for five years after it ends. Direct, indirect and part-time employment are covered. Foreign workers should receive information about the nature and conditions of work before they begin. The Decent Work Act 2015 and Labour Practices Law prohibit forced labour and discrimination, support equal pay and protect access to unions or worker associations. They also address working time, overtime, rest, paid holidays, occupational safety and health, training, accommodation and the start or end of employment. The MOL's 2026 enforcement baseline states a statutory private-sector minimum wage of US$143 per month. The concession formal sector has a stated minimum of US$5.50 per day, and hiring firms and subcontractors are included. The Minimum Wage Board reviews wage recommendations; confirm whether a newer gazetted rule has taken effect. Underpayment can lead to recovery of unpaid wages. Employers with at least one employee are required to register with NASSCORP, and employees are registered for social insurance. The National Pension Scheme (NPS) takes 4% from the employee and 4% from the employer. The Employment Injury Scheme (EIS) adds 2% paid by the employer, making the stated total 10% of covered earnings. The Liberia Revenue Authority (LRA) uses employer withholding for personal income tax (PIT). The annual bands are 0% on L$0–70,000, 5% on the excess over L$70,000 up to L$200,000, L$6,500 plus 15% on the excess over L$200,000 up to L$800,000, and L$96,500 plus 25% on the excess over L$800,000. The stated contractor rate is 10% flat. Workers can raise labour, wage, safety and termination complaints with the MOL Inspectorate, Labour Standards or Legal Affairs. The Inspectorate investigates formal and informal workplaces, monitors occupational safety and health and examines alleged wrongful termination. A worker may leave a workplace where there is a well-founded imminent and serious danger. For a workplace injury, notify the employer or supervisor, record the incident in the Accident Book, obtain a medical certificate and submit the claim to NASSCORP. Changing jobs does not erase the worker's social insurance number or pension record. NPS retirement generally requires age 60, retirement and at least 100 monthly contributions for people born before 1980 or 144 contributions for people born from 1980 onward. At least 12 months of contributions may qualify a person below the pension threshold for a Retirement Grant; separate rules apply to invalidity and survivor benefits. Informal work commonly lacks pension contributions, paid sick leave and paid annual leave under the statistical definition used by LISGIS.
