The 2022 National Population and Housing Census recorded 1,187,272 households. Overall, 61.7% reported owning their housing and 28.1% renting it; ownership was 47.7% in urban areas and 78.6% in rural areas, while renting was 44.7% in urban areas and 8% in rural areas. Mortgaged or National Housing Authority housing accounted for 0.2%, government-provided housing for 0.5%, private-company housing for 1.7% and squatter housing for 3.4%. One-room housing represented 36.1% of households, rising to 42.6% in urban areas, while only 18.3% had four or more rooms. A lease is a written agreement giving a person possession or use of housing in exchange for periodic rent. The deed then goes through the Probate Court and LLA registration. A Warranty Deed transfers title, while a Mortgage Deed secures a lender's claim. For an LRA purchase, the process also includes local newspaper notice, posting in the affected community, proof of the seller's title, a tax receipt or written tax arrangement and registration of the transfer deed. From January 1, 2026, the LLA standard deed form applies; an older form is accepted only when prepared before that date and used by January 31, 2026. New deeds should be verified by the LLA before probate. A second sale or an unverified survey, sometimes called Kpa kpa survey, creates a serious ownership risk. The LLA can support deed searches, vetting, investigative surveys and alternative dispute resolution (ADR). The Probate Court and Circuit Courts handle probate, title and judicial matters. Liberia has no separately verified nationwide residential-tenancy tribunal in the available primary sources. There is also no documented general housing benefit or placement entitlement. The National Housing Authority (NHA) develops housing policy and affordable-housing programmes in urban and rural areas. Its 2025 programme with the Civil Service Agency used structured repayment for eligible civil servants, but access depends on the project and eligibility and does not guarantee an available unit. Anyone constructing a public or private building must obtain a Construction Permit from the Ministry of Public Works (MPW) and submit complete drawings to Technical Services before construction begins. The MPW Zoning Division reviews plans and permits, building-code, fire and structural compliance, inspections and coordination with the LLA. Fees, forms and processing times vary by county and project, and no single current nationwide schedule has been verified. Housing conditions also depend on services and construction quality. Pipe-borne water or an outdoor pump supplied the main drinking water for 46.7% of households in the 2022 census. Bush disposal accounted for about 33% nationally, about 58% in rural areas and about 6% in urban areas. Charcoal supplied 52.2% of cooking energy and wood 44.7%; battery or Chinese lights supplied about 55% of lighting. Only about 21% of housing units were permanent, and cement blocks formed the outer walls of about 32%. These figures indicate service and habitability risks but do not by themselves establish a landlord's liability. An owner remains responsible for land registration, current records, land tax, land-use compliance and avoiding sales to ineligible buyers. A tenant's duties normally arise from the lease and include paying rent, using the premises as agreed, taking reasonable care and returning the premises as agreed. Mortgage access is highly limited, and informal workers may face additional barriers; current lender terms should be checked directly. At the end of a lease, record the condition and payments, return the keys, close utilities and update relevant title or succession records. A lease may end by mutual agreement, condemnation or judicial proceedings under the Land Rights Act, while ordinary residential notice rules remain insufficiently verified. LLA, MPW and NHA services exist, but current nationwide fee and processing-time tables are not available; rent and construction costs vary strongly by location, contract and currency.
