Pets in Liberia

The Ministry of Agriculture (MoA), through its Animal Resources Division, coordinates veterinary services, animal-health surveillance and rabies control. County Livestock Officers and Animal Surveillance Officers work across all 15 counties. The Animal Quarantine Unit handles inspection and isolation, while the Veterinary Epidemiology Unit supports disease monitoring. The Dr. Leon Quist Ledlum Central Veterinary Laboratory (CVL) at the University of Liberia Fendall Campus in Montserrado provides diagnostic testing, and samples can be transported from the counties. The Chief Veterinary Officer and the Animal Production Unit are relevant MoA contacts for animal-health matters. Liberia has no documented national standard for pet purchase, breeder approval, adoption, owner registration, licensing, leash use, sterilization or routine veterinary checks. Pet access commonly depends on private or informal arrangements and nonprofit rescue or adoption work. Before taking an animal, verify its vaccination and health records, current condition, expected care needs and the availability of veterinary help nearby. Prices for ordinary private pet care are not published as a national schedule, and veterinary clinics, emergency services and treatment access vary by area. Rabies is endemic in Liberia, and dogs are the main carriers. In January 2026, the MoA reported that about 2% of the dog population had been vaccinated. A pilot in Montserrado provides 10,000 free anti-rabies vaccinations for dogs as part of a two-year programme linked to the Integrated Bite Case Management approach. These vaccinations depend on campaign area, project timing, cold-chain capacity and local logistics, so access outside campaigns is uneven. Liberia's National Rabies Strategic Plan covers 2023 to 2027. After an animal bite, obtain medical care immediately through the Ministry of Health or the National Public Health Institute of Liberia (NPHIL); animal-health follow-up may involve MoA services. The Public Health Law treats an animal or animal-keeping situation that creates a health danger, including unhygienic keeping, as a public-health nuisance. This rule does not establish a general national pet-care checklist, but it can make unsafe conditions a public-health matter. No unified national shelter, lost-pet, surrender or rehoming service has been documented. Liberia Animal Welfare and Conservation Society (LAWCS) provides functions including vaccination, medical care, animal medicines, spay and neuter services, mobile clinics, food support, humane education and stray or rescue work. Happy Paws Liberia describes itself as a rescue and shelter provider for dogs and cats. Both nonprofit and community services depend on funding, volunteers, available space and local coverage; confirm admission, costs and location directly. Dogs and cats entering Liberia require advance coordination with the MoA. The documented process includes a written application to the Director of Animal Resources, a MoA target processing time of about 48 hours, payment through the Liberia Revenue Authority (LRA) and return of the payment evidence to the MoA. The vaccination record and veterinarian-signed and stamped health certificate should identify the vaccine type, vaccination date, batch number, expiry date, country of origin and vaccine label. The MoA may refuse a permit. A Liberian embassy process in the United States lists a Certificate of Health Examination, a Rabies Certificate, a written application and a US$75 money order per pet; that US$75 embassy permit fee excludes other MoA, LRA and transport costs. Confirm the current requirements with the responsible Liberian authority before travel because documents, timing and charges may depend on the departure country and case. Wild animals do not follow the ordinary pet pathway. Private keeping of live wildlife requires a permit from the Forestry Development Authority (FDA), and the permit can be withdrawn if the animal is kept in inhumane conditions. Wildlife import and export therefore belong to a separate conservation and legal process rather than ordinary dog or cat ownership. For ordinary pets, keep health and vaccination records, identify a reachable veterinary or rescue contact and check local arrangements before an animal becomes ill, is lost or can no longer be kept.
