Arrival in Libya

Prepare a valid passport, the required visa or equivalent entry document, a destination address, accommodation evidence, a contact number, sufficient funds and original documents with copies. Visa and residence categories, fees and processing times depend on nationality and purpose, so the responsible Libyan embassy or authority should confirm the current requirements before travel. Entry and exit should take place through official border points. Irregular entry, residence or departure can lead to detention, a fine of at least LYD 2,000 and, depending on the offence, imprisonment for one to five years or deportation under the relevant legal framework. Actual practice and security conditions vary considerably by region. Keep copies of identity documents and seek reliable local advice before moving between cities or border areas. Libya has no evidenced nationwide all-purpose arrival or first-registration system. The functional options differ by situation. Libyan visa and border authorities handle entry documents. Residence procedures are handled through the relevant authorities and may require a residence permit. In the documented eastern process for Sudanese refugees, the Security Registration Card (SRC) is a local registration document linked to lawful protection from detention and freedom of movement. The reported fee is LYD 500, with total legal and notary costs of about LYD 580–650. Applicants may need an employment contract, housing attestation or other proof of residence, a valid passport or identity document, employer contact details, identity confirmation from community leaders and four photographs. Access to the Al-Kufra process is restricted; a similar process has been documented in Sabha since December 2025. Documentation, travel and cost barriers are high. The Directorate for Combatting Illegal Migration (DCIM), within the Ministry of Interior, is relevant to detention and migration-control matters. UNHCR registers asylum-seekers, but Libyan authorities authorize registration only for certain nationalities. These channels operate Sunday to Thursday from 08:30 to 16:30. A registration appointment may be arranged in Tripoli or another UNHCR location. Bring family members and, where available, a passport, national identity document, birth certificate, work permit, civil-status or education records and previous refugee or asylum certificates. Registration may still be possible without documents. UNHCR registration does not itself create legal stay, guarantee basic assistance or create automatic eligibility for resettlement or evacuation. UNHCR registration and services are free. Changes to contact details can be sent by SMS, WhatsApp or Viber, and database updates are reported to take up to seven working days. The Tawasul service can provide information, complaints handling and referrals nationwide on 1504, Sunday to Thursday from 09:00 to 23:00. UNHCR protection support is available on 0917127644, Sunday to Thursday from 08:30 to 16:30. Depending on eligibility, location, programme availability and vulnerability, refugees and asylum-seekers may receive protection assessment, counselling, psychosocial support, essential-item assistance, vouchers or cash. No payment or favour should be made to UNHCR or its partners for these services. IOM's Migrant Resource and Response Mechanism (MRRM) and Direct Assistance (DA) use mobile teams mainly in Tripoli, Zwara, Bani Walid, Sabha, Qatroun, Ghat, Ajdabiya and Benghazi, with other locations added according to need. Assistance can include food, essential non-food items, medical support, protection or psychosocial referrals and other referrals. It is needs-based rather than a universal arrival benefit, and availability depends on location and programme capacity. The service particularly considers vulnerable migrants, people in detention or after disembarkation, and people in severe urban distress. For healthcare, contact the nearest public primary healthcare centre; these services are generally free, while public hospitals providing secondary or specialist care often charge fees. A valid identity document, typically a passport, may be requested. In a life-threatening emergency, go to a public hospital emergency department or call ambulance service 1412. UNHCR does not provide medical or psychological treatment directly through private clinics. Accommodation is a separate legal and practical matter: UNHCR reports that renting accommodation requires a valid residence permit, does not provide regular shelter assistance in Libya and has only extremely limited temporary accommodation before departure under a durable solution. Libyan citizens and returnees should verify any civil-registry or municipal steps locally because no uniform nationwide arrival procedure was evidenced.
