Arabic is the official language used by public institutions. Libyan Arabic dominates everyday conversation, while Modern Standard Arabic is common in formal and written communication. English is used mainly in international and technical contexts, and the EnLibya government portal can provide an additional channel for international users. Contact with an authority usually works best in Arabic and should include the sender's name, institution, identification or case number when relevant, a callback number, the date and supporting evidence. Mobile communication is widely used for voice calls, SMS, messaging and mobile internet.
